GREETING:
WHEREAS pursuant to section 49 of the Petroleum Act 1937 the Minister of Energy, after consultations with the Minister of Labour, has directed that the total length of a proposed pipeline for the conveyance of liquefied petroleum gas between Lyttelton and Woolston, including the inlet flange on the wharf loading arm at Lyttelton and the pig receiver facilities at the proposed Woolston terminal, shall be a pipeline within the meaning of that section:
And whereas by section 54 of the Petroleum Act 1937 it is provided that the Minister of Energy shall, on the request of an applicant for a pipeline authorisation under Part II of that Act, refer the application to a Commission of Inquiry to consider the application and to advise the Minister whether or not, in its opinion, he should grant the application:
And whereas Liquigas Limited has applied for a pipeline authorisation under the said Part II in respect of a proposed pipeline to carry liquefied petroleum gas between Lyttelton and Woolston and has requested the Minister to refer the said application to such a Commission of Inquiry:
Now, therefore, pursuant to the Commissions of Inquiry Act 1908, I, The Honourable Sir David Stuart Beattie, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby appoint you the said Peter Robert Skelton, Gilbert William Ensor, Reginald Ernest Hermans, and Roy Alexander McLennan to be a Commission to inquire into and report upon the said application, includingβ
(a) The proposed route of the pipeline, and all fittings, pumps, tanks, appurtenances, or appliances to be used in connection with the pipeline:
(b) The effects that the construction and subsequent operation of the proposed pipeline (including all fittings, pumps, tanks, appurtenances, or appliances to be used in connection with the pipeline) may have on the physical and social environment through which it is proposed that it pass:
(c) Such other matters as may be thought by you to be relevant:
And, with the like advice and consent, I hereby appoint you the said Peter Robert Skelton to be the Chairman of the said Commission:
And for better enabling you to carry these presents into effect you are hereby authorised and empowered to make and conduct any inquiry under these presents in accordance with the Commissions of Inquiry Act 1908, at such times and places as you think expedient, with power to adjourn from time to time and place to place as you think fit, and so that these presents shall continue in force and the inquiry may at any time and place be resumed although not regularly adjourned from time to time or from place to place:
And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose, except to me in pursuance of these presents or by my direction, the contents or purport of any report so made or to be made by you or any evidence or information obtained by you in the exercise of the powers hereby conferred upon you, except such evidence or information as is received in the course of a sitting open to the public:
And it is hereby further declared that the powers hereby conferred shall be exercisable notwithstanding the absence at any time of any one or any two of the members hereby appointed so long as the Chairman, or a member deputed by the Chairman to act in his stead, and one other member, are present and concur in the exercise of the powers:
And using all due diligence you are required to report to me in writing under your hands not later than the 30th day of September 1982 your findings and opinions on the matters aforesaid together with such advice as you think fit to make in respect thereof.

PURSUANT to section 16 of the Tramways Act 1908, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby approves of the term of a licence granted for a period of 21 years from the 1st day of January 1982, by the Whakatane District Council to the Whakatane Board Mills Limited authorising the company to construct, lay down and maintain a tramway over land in Allotment 89, Parish of Rangitaiki, described as Lots 4, 5 and 6 on Deposited Plan S.30694, South Auckland Land Registry.
