The Road Classification (Golden Bay County) Notice No. 1, 1982
PURSUANT to regulation 3 of the Heavy Motor Vehicle Regulations 1974*, the Secretary for Transport hereby gives the following notice:
NOTICE

This notice may be cited as the Road Classification (Golden Bay County) Notice No. 1, 1982.

The Golden Bay County Council’s proposed classification of the roads as set out in the Schedule hereto is hereby approved.

The notice dated the 7th day of September 1950† which relates to the classification of the roads described in the Schedule hereto is hereby revoked.

Declaration of Vehicle with Motorcycle Controls to be a Motorcycle
PURSUANT to section 2 of the Transport Act 1962, the Secretary for Transport hereby declares that the vehicle described in the Schedule hereto is a motorcycle for the purposes of the said Act.
SCHEDULE
THE three-wheeled vehicle with motorcycle controls with the chassis number 18908 and a 1200 cc Volkswagen engine bearing the engine number 20/0807527, manufactured by Phillip Josling and Garry Palmer, both of Auckland.

Industries Development Commission Notice No. 1982/3—The New Zealand Textile Industry Development Plan 1976–1986—Review
(1) In a letter of 22 March 1982 the Minister of Trade and Industry requested the Commission to undertake a review of the Textile Industry Development Plan 1976–1986.
(2) The Minister’s letter reads:
"I refer to the Industries Development Commission’s report No. 9 on the Textile Industry Development Plan 1976–1986 of August 1979, in which it was recommended that ‘the government direct the Commission to make further enquiry and to report by 30 June 1981 on the progress made over the initial two years of the development plan, and in the light of this recommend adjustments (if any) to the levels of assistance and protection then in force’ (Recommendation 16.29).
As you are aware, the government accepted this recommendation, but decided that due to the delays in implementing the plan, the 1981 review timing would be premature. It was therefore decided that the date for the completion of the review should be 30 June 1982, with provision for an earlier review if required.
Since then my predecessor, Right Hon. L. R. Adams-Schneider, has had representations from the New Zealand Textile and Garment Manufacturers’ Federation on this matter. The Federation felt that due to a combination of circumstances the revised review date of June 1982 would still be too early. A copy of a letter setting out the Federation’s view is attached for your information.
The Federation’s representations were considered by the Textile Industry Overview Committee prior to reference to the government. The Overview Committee considered that the points made in support of a later review were generally valid, in particular that the apparel tendering scheme had not so far been able to provide adequate information on the competitiveness of local manufacturers with imports, and also that the changes which the plan aimed to bring about in the textile industry, although under way, were far from completed.
The Overview Committee’s assessment has now been considered by the government and it has been decided that a delay in the timing of the review is justified. The government took the view that in the context of general economic policy the review should not be left too late and authorised me to request you to report if possible by 31 December 1982, but not later than 31 March 1983.
