For rescuing 4 unconscious men from the hold of the M. V. Fetu Moana, at Auckland on 18 January 1982. His prompt and correct action saved the men from likely death by asphyxiation.
THE QUEEN’S COMMENDATION FOR VALUABLE SERVICE IN THE AIR
John Francis DIXON, Head Pilot, Mountain Helicopters Ltd., Greymouth.
For services on 16 November 1981 when, with Constable P. G. Bennett, New Zealand Police, he helped rescue a women from a fishing vessel which was experiencing extremely rough seas off Okarito Lagoon in South Westland.

The Water Recreation (Taieri River) Notice 1982
- Beryl Ann Ranger, Senior Executive Officer (Harbours and Foreshores), pursuant to the Water Recreation Regulations 1979* and in exercise of powers delegated to me pursuant to sections 8 and 9 of the Ministry of Transport Act 1968, hereby give the following notice.
NOTICE
-
(a) This notice may be cited as the Water Recreation (Taieri River) Notice 1982.
(b) This notice shall come into force on the date of its publication in the New Zealand Gazette. -
Subject to the conditions set forth in the Second Schedule hereto, regulation 7 (1) (a) and (b), and 7 (2) of the Water Recreation Regulations 1979 shall not apply to the area as described in the First Schedule hereto between the hours of 10 a.m. to 6 p.m. for the period 1 October to 30 April of the following year.
FIRST SCHEDULE
ALL that area of water comprising the Taieri River situated between the areas known as Fergussons Pit and the Rock Garden.
SECOND SCHEDULE

All persons in charge of a vessel shall adhere to and keep the provisions of all Acts and regulations not specifically exempted by this notice.

A suitable notice as may be approved by the Regional Marine Officer, Ministry of Transport, Christchurch, shall be erected at the sites deemed necessary by the Regional Marine Officer.

Notwithstanding any other provision of this notice, no person who is permitted by any such provision to propel or navigate a small craft at a speed through the water exceeding 5 knots, shall do so in any manner that is likely to endanger or unduly annoy any person who is in, on, or using the water, or fishing, or undertaking any recreational activity in the vicinity of the small craft.

Further Extending the Time Within Which Committee of Inquiry into Procedures at Oakley Hospital and Other Related Matters May Report
To all to whom these presents shall come, and to:
RODNEY GERALD GALLEN, LL.B of Napier, One of Her Majesty’s Counsel Learned in the Law;
RITA McEWAN, M.B.E., R.COM.P.N., DIP.N.(S.A.N.S.) of Pare-mata, retired principal nurse; and
BRIAN JOSEPH SHEA, O.B.E., MB BS Adel, DPM Melb, FRANZCP, FACMA, FRC PSYCH, F.H.A, FAIM, Director of Mental Health, South Australian Health Commission:
WHEREAS, by Warrant dated the 2nd day of August 1982*, I appointed you, the said Rodney Gerald Gallen, Rita McEwan, and Brian Joseph Shea, to be a Committee of Inquiry to inquire into procedures at Oakley Hospital and other related matters:
And whereas by the said Warrant you were required to report not later than the 1st day of November 1982 your findings and opinions on the matters aforesaid:
And whereas by a further Warrant dated the 8th day of October 1982† the time for so reporting was extended until the 31st day of December 1982:
And whereas it is expedient that the time for so reporting should be further extended as hereinafter provided:
Now, therefore, pursuant to section 13 (3) of the Hospitals Act 1957, I, ANTHONY GEORGE MALCOLM, Minister of Health, hereby extend until the 31st day of January 1983 the time within which you are so required to report without prejudice to the continuation of the liberty conferred upon you by the said Warrant to report your proceedings and findings from time to time if you should judge it expedient to do so, and hereby confirm the said Warrant dated the 2nd day of August 1982 and the Committee thereby constituted, save as modified by these presents.
