Objections to Proposed Boundaries and Classifications of the
General Electoral Districts of New Zealand
THE Representation Commission appointed in pursuance of section
15 of the Electoral Act 1956 hereby publishes, in accordance
with the provisions of section 18 of the said Act, a summary of the objections
to the proposed boundaries of the general electoral districts
of New Zealand lodged with the Commission. The objections are
available for public inspection at the offices of the Chief Electoral
Officer, Lebin House, 330 High Street, Lower Hutt, between the
hours of 9 a.m. to 12 noon and 1 p.m. to 4 p.m. each day, excluding
Saturdays and Sundays, from today until the 23rd day of December
1982, and thereafter from the 5th until the 14th day of January
1983.
The Commission further gives notice that written counter-objec-
tions to those objections or any of them will be received by the
undersigned, the Chairman of the Commission, at the office of the
Surveyor-General, Department of Lands and Survey, Private Bag,
Wellington, not later than Friday the 14th day of January 1983 for
consideration by the aforesaid Commission. If any counter-objectors
wish to appear before the Commission in support of their
counter-objections they must say so in their written counter-objec-
tions.
A copy of this notice including the summary of objections may
be seen at the offices of each Registrar of Electors throughout the
New Zealand and at each District Court.

SCHEDULE
KAIPARA
Objection No. 187 W. R. Level of Te Hana and 23 petitioners.
Seek the inclusion of Te Hana in Rodney for social and com-
munity of interest reasons.
Objection No. 206 Secretary, the Whangarei Heads Citizens Asso-
ciation and 317 petitioners.
The association has forwarded a petition seeking the retention of
this area in Whangarei electorate. Geographically this area is linked
to Whangarei and the community of interest is with the city.
Objection No. 207 J. M. Dennis of Te Hana and 42 petitioners.
Similar to Objection No. 187.
RODNEY
Objection No. 136 A. S. Norman of Riverhead.
Objects to the separation of Riverhead from Kumeu. Suggests
Riverhead should be included in West Auckland and follow an ear-
lier electoral boundary defining Rodney and Waimatama.
Objection No. 189 E. G. Leighton of South Kaipara Head.
Seeks favourable consideration to the inclusion of South Kaipara
Head in West Auckland because of business interests and close ties
in all respects.
GLENFIELD
Objection No. 19 C. M. Ball of Northcote.
Objects on the basis of a community of interest factor related to
the inclusion of an area at Hillcrest previously in Birkenhead.
Objection No. 40 K. C. Robinson of Northcote.
Submits the northern side of Ocean View Road should be
returned to Birkenhead on a basis of community of interest.
Objection No. 61 R. Jackson of Northcote.
Objects to the loss of Willow Park from Birkenhead on grounds
of community interest.
Objection No. 95 A. N. Denny of Birkenhead and 17 petitioners.
The proposed boundary should revert to its existing position
along Eskdale Road as the community of interest lies with Birken-
head.
EAST COAST BAYS AND OTHER NORTH ISLAND ELECTORATES
Objection No. 102 L. R. Stanton of Epsom.
(i) Suggests Long Bay-Okura portion of Albany Ward be
transferred to East Coast Bays.
(ii) Riverhead should be included in West Auckland and Wai-
mauku—Woodhill included in Rodney.
(iii) Move the southern boundary of West Auckland to follow
the full length of Henderson Valley Road to the Borough
of Henderson.
(iv) Include waterview within the boundaries of Mount Albert
and retain Bollard and Whitney Streets in New Lynn.
(v) The existing local authority boundary should be held for
the boundaries of Mount Albert and Eden electorates.
(vi) The area south of Ellerslie Racecourse should remain in
Onehunga Electorate and the cemetery and a reserve
should form the common boundary of Remuera and
Tamaki electorates.
(vii) Goodall Street and the area south of Hillsborough Ceme-
tery should be returned to Roskill.
(viii) As Pah Road forms a better boundary the area to the east
of this road should be transferred to Onehunga.
(ix) Panmure should be extended south to the Auckland Golf
Course and Papatoetoe extended westward to include all
of Massey Road.
(x) Franklin should include all of Franklin County with cor-
responding adjustments with Papakura to include the bal-
ance areas of Manukau City.
(xi) The boundary of Glenfield should follow Forrest Hill Road
and Tristram Avenue.
(xii) Birkenhead should be extended to include those houses on
the north side of Eskdale Road.
(xiii) Suggests regrouping of other Central North Island electo-
rates. Splitting Taupo and Tokoroa into two electorates is
logical but causes other distortions.
Objection No. 111 C. H. Patterson of Birkenhead.
Proposals deficient in four major aspects:
(i) Community of interest.
(ii) Unnecessary splits of Local Authorities.
(iii) Previous boundaries discarded without good reason.
(iv) Population variations between electorates is too large.
In detail:
(1) Residents of Eskdale Road should be included in Birkenhead.
(2) Birkenhead City and Northcote Borough should be included
in the same electorate and retention of the existing electoral
boundary will maintain a community of interest.
(3) Okura and Long Bay should be included in East Coast Bays.
Also suggests the tolerance should be reduced to 1 percent.
Objection No. 158 Dominion Secretary New Zealand Social
Credit Political League.
Objection is made that community of interest would be better
served if Castor Bay was included in North Shore as the Pupuke
Golf Course forms a significant topographical barrier. This would
involve the inclusion of the area of the proposed motorway and
north of Sunnybrook Road. Glenfield would then extend into North
Shore as far as East Coast Road, Gordon Avenue, Nile Street, For-
est Hill Road and across A. F. Thomas Park.
Objection No. 169 City Manager, City of East Coast Bays.
The boundary should follow the middle of Forrest Hill and East
Coast Road including Windsor Park, Rangitoto College, and the
City Depot. The area south of Okura Creek to Long Bay should
also be included in East Coast Bays.
Objection No. 210 City Manager, Takapuna City Council.
Similar to Objection No. 169.
BIRKENHEAD
Objection No. 147 Town Clerks, City of Birkenhead, Borough of
Northcote.
The two councils submit on community of interest grounds the
electoral boundary should conform with the territorial authority
boundary.
WEST AUCKLAND
Objection No. 161 Secretary, Helensville Branch N.Z. Social
Credit Political League.
The proposed southern boundary separates Woodside, Swanson,
and Rathgar Roads from Henderson/Te Atatu on a community of
interest of factor and the eastern boundary divides Kumeu with
little regard for physical and community associations. A better
boundary would be:
(i) Huruhuru Creek to Don Buck Road, Swanson Road, Hender-
son Borough boundary, and Sturgess Road.
(ii) Follow the Kumeu Ward boundary for the northern and east-
ern boundaries from the west coast to Paremoremo Creek.
WAITAKERE
Objection No. 173 M. E. Longworth of Henderson Valley and 114
petitioners.
Object to the division of Henderson Valley into Waitakere and
West Auckland as they are serviced by Henderson.
Objection No. 180 A. P. Lile of Glen Eden on behalf of local peo-
ple.
Suggests that all of Kelston should be included in Waitakere and
that Green Bay should be included in New Lynn.
