  1. Cement (except bulk cement in specially constructed containers) in the following minimum loads will be charged at the rates specified in paragraph 2 hereof.

The foregoing rates are at “limited carrier’s risk” and will be reduced by 2 percent where consignors require that the consignment be carried at “owner’s risk”.

  1. Minimum charge—Any less quantity than the minimum prescribed will be charged at such minimum or on actual weight at Class E plus 50 percent whichever is cheaper.

  2. Bulk cement conveyed in specially constructed containers as approved by the department will be charged as follows:

(a) Conveyed in railway-owned containers on railway-owned wagons. On net weight of cement at the classified rate for cement n.o.s. plus 54 cents per tonne.

(b) Conveyed in privately-owned containers on railway-owned wagons. On net weight of cement at the classified rate for cement n.o.s.

(c) Conveyed in privately-owned containers on privately-owned wagons. On net weight of cement at the classified rate for cement n.o.s. less the following reductions:

Up to 154 kilometres 0.77 per tonne
155 to 314 kilometres 1.51 per tonne
315 to 470 kilometres 2.41 per tonne
471 to 630 kilometres 3.05 per tonne
631 kilometres and over 3.84 per tonne
  1. Cranage—Containers will be craned free of charge.

  2. Empty Containers—With the exception of shunting charges to or from private sidings (where applicable), no charge will be made for hauling empty cement containers or wagons.

  3. Handling—The department may require all loading and unloading to be performed by the owners.
