  3. Handling, etc—The department may require all loading, unloading, covering or tallying to be performed by the owners. Where loading, unloading, covering or tallying is performed by the department, the following charges will be made:

  1. Small lots—Except where otherwise specified the charge for any quantity less than the wagon minimum prescribed will be based on such minimum or on actual quantity subject to a minimum of 0.25 m³—at the following scale if cheaper:
