Industries Development Commission Notice No. 1981/4—
Study of the New Zealand Rubber Industry
(1) In a letter of 20 March 1981, the Minister of Trade
and Industry requested the Commission to undertake an
inquiry into the general rubber industry. This study was
announced in the 1979 Budget Statement and commenced by
an interdepartmental team of officials but referred to the
Commission to enable greater public participation through
the Commission’s procedures.
(2) The Commission is asked to prepare a development
plan for the general rubber industry. The Minister’s letter
reads:
“I therefore request the Commission—
To inquire into the present situation of the New Zealand
rubber industry, excluding that industry engaged in the
manufacture of tyring of Tariff Item 40.08.021 and
tyres and tubes of Tariff Heading 40.11 which is subject
to separate reference, and its potential to contribute to
New Zealand’s economic growth, taking into account
the interests of the manufacturers, and employees, com-
mercial and other users, and the distributive trade.
In the context of this inquiry, to also consider policy
which may relate to floor coverings be they rubber of
Tariff Chapter 40, plastic of Tariff Chapter 39 or
linoleum of Tariff Heading 59.10.
To recommend a development plan covering future devel-
opment of the industry and action by the industry itself,
other associated sectors and the Government.
For the purposes of this reference, the Industries Develop-
ment Commission should regard the rubber industry
as not only that industry which produces goods classified
within Chapter 40 of the Customs Tariff but also that:
(a) which is engaged in the production of rubber goods
classified elsewhere in the Tariff.
(b) which produces rubber components or converts rubber
intermediary goods for incorporation into products
classified elsewhere in the Tariff.
The Commission, in undertaking this inquiry, should be
mindful of the considerable production of fully-manu-
factured rubber goods or components classified other than
in Chapter 40 of the Customs Tariff and, to the extent
that it considers appropriate, should offer recommenda-
tions as to the policies that could reasonably be applied
in relation to such production consistent with a strategy
for the future development of the industry.
Also, the Commission may take evidence on, and other-
wise have regard to, any material or product it considers
relevant to the inquiry or exclude from its considerations
any material or product it might consider not relevant
to such an inquiry.”
(3) The only exclusions from this study are:
(i) Pneumatic tyres and tubes of Tariff Headings 40.11 and
tyring of Tariff Item 40.08.021 which are the subject of
a separate study (see Commission’s Notice No. 1981/5).
(ii) Automotive parts and accessories are excluded and will
be considered within the announced study of the motor
vehicle industry.
(iii) Rubber footwear and parts of footwear are also
excluded as they come within the scope of the inter-depart-
mental study into the footwear industry.
(4) The Commission is also requested to consider the policy
which may relate to floor coverings be they rubber of Tariff
Chapter 40, plastic of Tariff Chapter 39 or linoleum of Tariff
Heading 59.10. The Commission, under its terms of reference,
has added to this area of the industry that which manufac-
tures floor coverings prepared on a base of paper or of paper-
board and classified within Tariff Heading 48.12 to ensure a
complete coverage of all these similar types of floor cover-
ings.
(5) The Commission, in its studies of the textile industry and
the plastics industry, excluded from its consideration textile
gloves, mitts, etc., of Tariff Headings 60.02, 60.06 and 61.10
and plastic gloves, etc., classified within Tariff Heading 39.07.
It has been decided that these should be included within this
study together with the rubber gloves of Tariff Heading 40.13
and the leather gloves of Tariff Headings 42.03, 43.03 and
43.04.
(6) The Commission also excluded from its study of the
plastic industry the teats of Tariff Item 39.07.201 which will
be considered in this study in conjunction with those teats
classified within Chapter 40 of the Customs Tariff.
(7) The Commission invites parties who have an interest
in any of the areas covered by the above to register that
interest in writing with the Commission not later than 30
April 1981. Registration should include the following:
(a) Name and address of party registering interest;
(b) The goods to which the interest relates;
(c) Status of interest under one or more of the following
classes:
New Zealand manufacturer of goods under reference;
New Zealand manufacturer using goods under reference:
Overseas manufacturer;
Importer;
Raw material supplier;
Trade union;
Trade organisation;
Other (specify).
(8) The Commission will, as soon as possible after 30
April, distribute detailed guidelines for submissions and advise
the timetable and procedures it intends to follow in under-
taking this study.
(9) It is anticipated that these procedures will involve the
preparation and public distribution of a draft report based
on the submissions received in response to the guideline
questionnaires and the detailed information already provided
to the Commission arising from the work on this study already
carried out by an inter-departmental study team. This draft
report will then be the subject of a public hearing following
which the Commission will prepare its final report.

facturing Pneumatic Tyres and Tubes and Retreading
(1) In a letter of 20 March 1981, the Minister of Trade and
Industry requested the Commission to undertake a study of the
above industry and recommend a plan for its future develop-
ment. The Minister’s letter reads:
“At a meeting on 18 November 1980 the Cabinet Economic
Committee approved the referral to the Industries Develop-
ment Commission for inquiry of the tyre industry.
I therefore request the Commission:
To inquire into and report on the present situation of the
New Zealand industry engaged in the manufacturing
of tyring of Tariff Item 40.08.021 and of tyres and
tubes (including the retreading of tyres) of Tariff
Heading 40.11; the potential for its development; and
its potential to contribute to New Zealand’s economic
growth, taking into account the interests of the manu-
facturers, and employees, commercial and other users,
and the distributive trade.
To recommend a development plan covering future
development of the industry and action by the industry
itself, other associated sectors and the Government.
To report on the above inquiry by 31 December 1981.
When making its inquiry and report the Commission may
take evidence on and otherwise have regard to any other
matter or product it considers relevant to the inquiry under
reference, or exclude from its consideration any matter or
product it considers not relevant.”
(2) The Commission has decided that, as the manufacture
of the non-pneumatic tyres of Tariff Heading 40.11 is carried
out in conjunction with the manufacture of general rubber
goods, those tyres should be considered during the study of
the New Zealand Rubber Industry (the Commission’s
Notice No. 1981/4 refers) rather than as part of this study
of the tyre manufacturing and retreading industry. The retread-
ing of non-pneumatic tyres will, however, be covered by this
study.
(3) The Commission invites parties who have an interest
in any of the areas covered by the above reference to
register that interest in writing with the Commission not
later than 30 April 1981.
