PURSUANT to the Post Office Act 1959, notice is hereby given that the result of the weekly prize draw No. 3 for 21 November is as follows:

Import Control Exemption Notice (No. 22) 1981
PURSUANT to regulation 17 of the Import Control Regulations 1973*, the Minister of Trade and Industry hereby gives notice as follows:
- (a) This notice may be cited as the Import Control Exemption Notice (No. 22) 1981.
(b) This notice shall come into force on the 1st day of December 1981.

Goods of the classes specified in the First Schedule hereto, imported from and being the produce or manufacture of any country, are hereby exempted from the requirement of an licence under the said regulations.

The exemption from the requirement of a licence under the said regulations in respect of the goods of the classes in the Second Schedule hereto, included in the exempting notice shown in the Second Schedule, is hereby withdrawn.

Disposal of Timaru Harbour Board Land
I, Colin Campbell Alexander McLachlan, Minister of Transport, having obtained the concurrence of the Minister of Finance pursuant to section 143A (3) of the Harbours Act 1950, hereby approve pursuant to section 143A (1) (a) and section 143C (1) (b) of the said Act, the disposal by way of sale of the land referred to in the Schedule hereto pursuant to section 143 of the said Act, and I specify that my approval hereunder is effective from the date hereof.
SCHEDULE.
FIRSTLY, that parcel of land in the Land Registration District of Canterbury containing 894 square metres or thereabouts, situated in the City of Timaru, being Lot 1 on Deposited Plan 43216 as described in certificate of title, Volume 21B, folio 151.
Secondly, all that parcel of land in the Land Registration District of Canterbury containing 18 perches or thereabouts, situated in the City of Timaru and comprising part of the Lot marked 110 on the plan deposited in the Lands Registry Office as plan 1 part of Rural Section 730 as described in certificate of title, Volume 144, folio 214.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of an application by the District Court for a decision in respect of the following publication: Key Magazine No. 6 published by Key Publishing, Auckland:
BEFORE THE INDECENT PUBLICATIONS TRIBUNAL

DECISION
A single copy of Key Magazine No. 6 was submitted by the District Court for classification pursuant to section 22 of the Indecent Publications Act 1963. The magazine came before the Tribunal as a result of a complaint being made to the Police by an adult member of the public.
A general description of the form and content of the publication may be helpful at this stage. Key Magazine has apparently been published in New Zealand since October 1978. Issue No. 6 contains 40 pages and measures 170 mm × 210 mm.
The bulk of the magazine is given over to the publication of advertisements by persons who (in the vast majority of cases) seek to make sexual contact with others. Five general types of advertisement are carried:
- Couples seeking “swinging” times.
- Women wanting to meet men.
- Bi-sexual women wanting to meet other women.
- Persons with unusual or “kinky tastes” who want others to share their sexual proclivity.
- Men looking for women.
In many cases the advertisements directly solicit sexual contact. By way of example we set out two typical advertisements below:
(1) At page 6:
Couples: North Shore: Couple 45 and 36 need use of a suitable place in North Shore (Devonport to Albany) for discreet daytime sex. Female occupant would be welcome to join us. Male partner also interested in a friendly couple or lady who needs to satisfy unusual desires, daytime only. Any age group welcome. (C184.)
(2) At page 26:
Men: Rotorua: Happily married guy, but not getting enough. 30 years old, well built and good stayer. Very randy, would like to meet solo mother, single girls, bored housewives, for daytime sex. Race and age immaterial, if we click it’s all go. All replies answered. (M456.)
In addition to the advertisements there are a number of articles and letters on sexual matters, and there are some 9 photographs of females and 2 of males, in states of partial or complete nudity.
After making those general remarks concerning the form and content of the publication, we turn now to examine those matters as required by section 11 of the Indecent Publications Act.
- THE DOMINANT EFFECT OF THE PUBLICATION
There can be little or no doubt that the primary purpose of the publication is to provide a forum for persons wishing to make sexual contact with others.
The man behind Key Magazine, Mr Alan Douglas, explained to us his motives in publishing the magazine.
The magazine appears to have had its genesis in the fact that the New Zealand Herald had refused to accept an advertisement from Mr Douglas who was seeking a companion to “cuddle on a cold winter’s night”. Apparently the Herald was prepared to consider a form of advertisement with the word “cuddle” deleted. Mr Douglas could not see why his advertisement had to be censored in the way described, and since he felt there was a need for a publication to print such advertisements, he commenced publishing Key Magazine, as we understand it, some time in 1978.
