Lieutenant-Colonel Frank Thomas Burns, M.I.MECH.E., A.M.B.I.M., C.ENG., from the Royal Electrical and Mechanical Engineers (Retd.), is appointed to a commission on a fixed term engagement of 5 years, in the rank of Major, with seniority from 9 January 1977 and effect from 9 January 1980.
