PURSUANT to section 165 of the Harbours Act 1950, I, Robin Paul Taylor, of the Ministry of Transport, in exercise of powers delegated by the Minister of Transport, hereby approve the East Coast Bays City Foreshore Control Bylaw 1980, adopted by the East Coast Bays City Council on 3 September 1980, and confirmed at a meeting of the Council on 1 October 1980.

Notice of Intention to Vary Hours of Sale of Liquor at Licensed Premises—Hawke’s Bay Licensing Committee
PURSUANT to section 221A of the Sale of Liquor Act 1962, as amended by section 22 (14) of the Sale of Liquor Amendment Act 1976, I, John Fraser Robertson, Secretary for Justice, hereby give notice that the Hawke’s Bay Licensing Committee, on 1 October 1980, made an order authorising variations of the usual hours of trading for the licensed premises known as the Cabana Hotel, Napier.
To the intent that on days other than those on which licensed premises are required to be closed for the sale of liquor to the general public, the hours for the opening and closing of the said premises shall be as follows:
(a) On any Monday, Tuesday, Wednesday, and Thursday (not being Christmas Eve or New Year’s Eve)—Opening at 11 o’clock in the morning and closing at 10 o’clock in the evening.
(b) On any Friday, Saturday, and Christmas Eve—Opening at 11 o’clock in the morning and closing at 11 o’clock in the evening.
(c) On any New Year’s Eve—Opening at 11 o’clock in the morning and closing at 00.30 o’clock in the morning of New Year’s Day.

PURSUANT to section 221A of the Sale of Liquor Act 1962, as amended by section 22 (14) of the Sale of Liquor Amendment Act 1976, I, John Fraser Robertson, Secretary for Justice, hereby give notice that the King Country Licensing Committee, on 24 June 1980, made an order authorising variations of the usual hours of trading for the chartered club known as the Te Kuiti Club Incorporated.
To the intent that on days other than those on which chartered clubs are required to be closed for the sale of liquor to its members, the hours for the opening and closing of the said premises shall be as follows:
(a) On any Friday, Saturday, and Christmas Eve—The hour of closing shall be 11 o’clock in the evening, the club to be open for no longer than 11 hours on that day.
(b) On any New Year’s Eve—The hour of closing shall be 00.30 o’clock in the morning of New Year’s Day, the club to be open for no longer than 11 hours on that day.

Conditions as to the Resistance of Electrical Installations to Earthquake and Other Damage
PURSUANT to regulation 61 of the Electrical Supply Regulations 1976, the Secretary of Energy hereby prescribes the following design loadings and procedures for power houses, substations, and associated plant:
- Except as otherwise provided in this notice every power house, substation and associated plant (hereinafter referred to as “the installation”) shall comply with the requirements of:
(a) New Zealand Standard NZS 4203:1976 and
(b) New Zealand Standard NZS 4219 (when published)
insofar as they are considered appropriate by the electrical supply authority concerned having regard to the stated scope of those standards.

If in the opinion of the electrical supply authority the above standards are not appropriate, the installation shall be designed to survive with unimpaired operating ability earthquake-induced forces as indicated by the single body response spectra in the drawing numbered Z5694 “Standard Earthquake Response Spectra for General Design Purposes” deposited at the office of the Electricity Division of the Ministry of Energy at Wellington.

In complying with the requirements of paragraph 2 hereof the forces specified therein may be reduced by multiplying by the following zoning factors, the zones being defined by Figure 4 of NZS 4203:1976.

- Where the electrical supply authority concerned is of the opinion that it is inappropriate to carry out the analysis required in paragraphs 2 and 3 hereof, the installation shall be designed to ensure that the installation and its component parts will withstand a horizontal force, acting through the appropriate centre of gravity equal to 0.75 times the relevant weight, except that—
(i) any installation rigidly constructed and installed on rigid foundations, that is, having no mode of vibration with a period exceeding 0.1 seconds may be installed to withstand horizontal forces acting through the appropriate centre of gravity, equal to 0.4 times the relevant weight;
(ii) any installation or part of an installation dependent upon components made of brittle material for its earthquake resistance shall withstand a force, acting through the appropriate centre of gravity of the dependent parts and equal to 1.5 times the relevant weight. If the strength of the brittle components is established by calculation and not by type test, the appropriate force shall be 3.0 times the relevant weight;
(iii) any installation mounted on a high and/or flexible structure shall be able to withstand forces of twice these magnitudes.
