Prescribing Standards for the Purpose of the Gas Industry Regulations 1978
PURSUANT to regulation 33 (b) of the Gas Industry Regulations 1978 the Secretary of Energy hereby declares that the Codes of Practice described in the Schedule hereto shall be declared standards for the purposes of the regulations.

RETICULATION of Gas Code (other than by plastic pipe) with amendments published by the Gas Association of New Zealand Incorporated, March 1976.
Installation Code for Gas Burning Appliances with Equipment and amendments published by the Gas Association of New Zealand Incorporated, February 1976.
Industrial Installations Part 1, Interim Code of Practice for installation of gas piping, and gas equipment on industrial premises, and certain other premises with amendments published by the Gas Association of New Zealand Incorporated, November 1977.
Industrial Installations Part 2, Interim Code of Practice for installation of industrial gas-fired equipment with amendments published by the Gas Association of New Zealand Incorporated, November 1977.

Notice of Rate of Levy on Producers of Otago Raspberry Marketing Committee (No. 2224, Ag. 12[3/17)
PURSUANT to the Raspberry Marketing Regulations 1979, notice is hereby given that the following levy rate has been fixed by the Otago Raspberry Marketing Committee:
(a) A flat levy of $40 per area of 1 decare or more.

The Misuse of Drugs Act 1975: Notice of Authorisation
NOTICE is hereby given that the Minister of Health, acting under section 19 (1) of the Misuse of Drugs Act 1975, has authorised the Public Health Pharmacists named in the Schedule hereto to enter the premises of any person who carries on the business of a producer, manufacturer, seller, or distributor of any controlled drug, or who otherwise undertakes the supply or administration of any controlled drug and to demand the production of, and to inspect any, books or documents relating to dealings in any controlled drug and to inspect, weigh, measure, and record the stocks of controlled drugs.

Insurance Companies' Deposits Act 1953—Proposed Release of Deposit
SUN Insurance Office Ltd. has given notice to the Public Trustee that it has ceased to carry on in New Zealand the classes of insurance business designated as classes 1, 2, 3, and 4 in the First Schedule to the above-mentioned act and that it proposes to withdraw pursuant to section 19 of such act the deposits which have been made by it with the Public Trustee.
The Public Trustee therefore gives notice pursuant to section 19 (3) of the above-mentioned act that being satisfied that all liabilities of the said company in New Zealand in respect of such insurance business have been fully provided for he proposes to release to the company on or after 8 October 1979 the amounts deposited with him by the said company.
Any objections to the release of the amounts deposited should be lodged with the Public Trustee at the Public Trust Office, Lambton Quay, Wellington 1, on or before 1 October 1979.

Decision of the Indecent Publications Tribunal
IN the matter of the Indecent Publications Act 1963, and in the matter of an application by the Secretary for Justice in respect of the publication ‘Make It Happy—What Sex Is All About’, author: Jane Cousins.

Decision
This paperback book subtitled “What Sex Is All About” is, according to the author, written for teenagers, their parents and teachers and for anyone else who wants to know the basic facts about sex. In some 159 pages it provides basic information written in a simple and sensible style.
The book which sells for $2.95 appears to be an Australian edition of an English publication. It has been on sale in New Zealand since March 1979. The secretary’s application was heard by the Tribunal on 13 June 1979 but there has been a delay as the Tribunal considered it appropriate to give the publisher an opportunity to make written submissions and the secretary to make a reply to them. The secretary did not submit that the book should be found to be indecent simpliciter but that there should be a restriction to persons of any age while receiving instruction from parents or professional advisers or persons of or over the age of 18 years. The publisher on the other hand submitted that the book should be found not indecent.
The Tribunal does not find in this book any prurient or dishonest purpose. In the main its treatment of the subject matter is unobjectionable and may indeed be useful and helpful to younger people and to adults. Having regard to all the considerations which it must take into account under the Act the Tribunal agrees with the secretary that this book is not indecent. There are, however, two matters which lead the Tribunal to the view that an age restriction is required.
The first of these, and the lesser, is that the tenor of the book is to emphasize the physical aspects of sexual activity to the virtual exclusion of the emotional aspects. While this is unlikely to affect older readers it does create a lack of balance which might affect the younger and less mature reader.
The other matter arises from the treatment of some topics which are illegal in New Zealand. This is particularly the case in the section on contraceptives which gives instruction and implicit encouragement as to their use. To the extent that this is made available to a person under 16 years it may be an offence under the Contraception, Sterilisation and Abortion Act 1977 and is certainly contrary to the spirit of that legislation.
The classification sought by the secretary was the same as that made by the Tribunal in the decision on “Down Under the Plum Trees” (Decision No. 882). While the basic purpose of that book and “Make It Happy” are similar the dominant effect of the two books is widely dissimilar. The Tribunal does not, therefore, feel that such a restriction is appropriate in this case.
The Tribunal classifies “Make It Happy” as indecent in the hands of persons under 16 years of age.

PURSUANT to section 13 of the Meat Export Prices Act 1976, the Meat Export Prices Committee hereby specifies that, as from 1 October 1979, the bench mark grades for beef intended for export shall be as follows:
Beef (prime):
Steer P1 (245.5 to 270 kg);
Beef (manufacturing):
Cow M (145.5 to 170 kg);
Bull (220.5 to 245 kg).
