Industries Development Commission Notice No. 1979/9
INQUIRIES CONCERNING THE NEW ZEALAND INDUSTRIES ENGAGED IN THE MANUFACTURE OF CORDAGE OF TARIFF HEADINGS 59.04, 59.05 AND 59.06 AND BAGS OF TARIFF HEADINGS 60.05 AND 62.03.
- In a letter of 29 June 1979, the Minister of Trade and Industry requested the Commission to undertake inquiries into cordage and bags as part of the General Textile Reference on the following basis:
(a) Inquiry into Cordage—To inquire into and report by 30 November 1979 on the present situation and prospects of the New Zealand industries engaged in the manufacture of goods classified in headings 59.04, 59.05, and 59.06 (as detailed in Schedule I) of the New Zealand Customs Tariff and to recommend lines of development and the nature and extent of assistance, whether by means of protective devices or otherwise, it considers appropriate for these industries. When making its inquiry and report the Commission may take evidence on and otherwise have regard to any other material or product it considers relevant to the inquiry under reference, or exclude from its consideration any material or product it might consider not relevant to such inquiry.
(b) Inquiry into Bags—To inquire into and report by 30 November 1979 on the present situation and prospects of the New Zealand industries engaged in the manufacture of sacks and bags of a kind used for the packing of goods of headings 60.05 and 62.03 (as detailed in Schedule I) of the New Zealand Customs Tariff and to recommend lines of development and the nature and extent of assistance, whether by means of protective devices or otherwise, it considers appropriate for these industries. The Commission is requested to take particular note of any need for a special Government policy relating to the packaging of primary products for export. When making its inquiry and report the Commission may take evidence on and otherwise have regard to any other material or product it considers relevant to the inquiry under reference, or exclude from its considerations any material or product it might consider not relevant to such inquiry.

The references follow agreement by the Minister of Trade and Industry with the Commission’s view that although the General Textile Inquiry being carried out by the Commission embraces cordage and bags these products would be better dealt with separately with some variation of the original terms of reference.

The Commission requests submissions from interested parties on the questions set out in Schedule II hereof.

Any person who intends to make submissions should provide, in typewritten form, 14 copies of public submissions and 12 copies of confidential submissions to reach the Commission’s office not later than 3 August 1979. The Commission will then appraise the submissions received and, not later than 7 September 1979, will distribute to parties a draft paper embodying the Commission’s views on the present situation and prospects of the industries under reference and any policy considerations it sees desirable. As soon as possible after 3 August 1979 the Commission will advise all those who have submitted evidence of the names of the other parties who have also done so. It is suggested that each party then forward a copy of its public evidence to all the named parties.

Any comments the parties may wish to make on the Commission’s draft paper should be lodged with the Commission in 14 copies by 24 September 1979 and copies sent simultaneously to the other parties.

For the purpose of taking evidence both as to the original submissions and such further submissions as may have been made in the light of the Commission’s paper, the Commission will hold public hearings in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington, commencing at 10.30 a.m.:
(a) Cordage on Tuesday, 9 October 1979.
(b) Bags on Tuesday, 16 October 1979.
Should any hearing extend beyond the first day, the commencement time on subsequent days will be 10 a.m.
- In preparing this evidence the “Notes for Information and Guidance of Interested Parties” prepared by the Tariff and Development Board may be of assistance. Copies of these notes may be obtained from the Commission’s office.
