Notes to the Accounts
STATEMENT OF ACCOUNTING POLICIES

The general accounting principles recommended by the New Zealand Society of Accountants for the measurement and reporting of results on an historical basis have been adopted in the preparation of the financial statements.

The particular accounting principles which the Bank considers appropriate for the measurement of profit and financial position are detailed below.

  1. Revenue—
    (a) Interest accrued on investments has been taken into account.
    (b) Personal loans—The Rule of 78 has been used in determining interest accrued.

  2. Depreciation—Calculation has been made on basis of Inland Revenue Department rates. First year depreciation and special depreciation have been claimed where applicable. Straight line basis for calculation of depreciation has not been adopted as it is considered the difference in the amount of depreciation would not be material.

  3. New Zealand Government Stock—In accordance with established policy New Zealand Government stock has been shown at face value. Prior to 1 April 1975 certain parcels of New Zealand Government stock were purchased at a discount.

  4. Taxation—No provision has been made for deferred taxation.

We, the undersigned, being the Auditors of the Southland Savings Bank, appointed in terms of section 29 (3) of the Trustee Savings Banks Act 1948, report—

  1. That we have examined the books, accounts, and vouchers of the Bank and have received all the information and explanations we have required.

  2. We have verified the cash, investments, securities, and assets of the Bank as at 31 March 1978.

  3. The General Manager has certified that to the best of his knowledge and belief, all requirements of the Trustee Savings Banks Act 1948, and regulations thereunder, have been complied with.

In our opinion, the above balance sheet and profit and loss account are properly drawn up so as to give respectively a true and fair view of the state of the Southland Savings Bank’s affairs as at 31 March 1978, and of the results of its business for the year ended on that date, in conformity with generally accepted accounting principles and applied on a basis consistent with that of the preceding year.

THE NEW ZEALAND POLICEMAN

This book is the research essay prepared by Chief Inspector J. F. Glynn, of the New Zealand Police, as part of the requirements for the Diploma of Public Administration at the Victoria University of Wellington. The book deals with the developing role of the New Zealand Police within the social form work of a changing democratic society, and has been welcomed by magistrates, academics, and lay readers as filling an important gap in the available works on this topic. Contains, as in previous editions, a very full and comprehensive explanation of tidal phenomena.

This edition includes a new and extra caution on page 9 to illustrate the effect on tidal streams and the pericable increase in associated wave heights to be anticipated during spring tides at those irregular intervals when the moon comes closest to the earth. This caution will be of particular interest to the owners and navigators of small craft likely to be affected by strong tidal streams.

An additional 18 new places have been added to the list of secondary ports for which tidal information is now available.

A compact and valuable publication which should be held by all persons with an interest in the New Zealand coastline and adjacent waters.

NUCLEAR POWER FACT FINDING GROUP REPORT
