- Minimum loads of goods chargeable at Class E will be as follows:

Goods classified Class E specified in subparagraph 1 hereof under Category A not complying with the minimum loads shown will be charged at such minima or on actual weight at Class E plus 50 percent whichever is cheaper.

Goods classified E, specified in subparagraph 1 hereof under Category B not complying with the minimum loads shown but complying with the following minimum loads will be charged at Class E minimum loads (specified in subparagraph 1), or at Class E plus 25 percent whichever is cheaper.

Any less quantity will be charged at such minimum or on actual weight at Class E plus 50 percent, whichever is cheaper.
- Handling and Tallying—The department may require all loading, unloading, and tallying to be performed by the owners.
Where any such services are performed by the department charges as prescribed in section 122 will be made, with the following exception:
Exception—No charge will be made for loading, unloading, or tallying when goods are charged at Class E plus 25 or 50 percent except where in section 68 it is provided that loading and unloading be performed by owners.
