General—(a) Subject to the conditions set out hereafter, tickets may be issued for travel by all rail passenger services except the Silver Fern service at fares specified in sections 2, 3, 5 (paragraphs 1 (a) and (b)), 7, 11, 12 and 13 less 10 percent.
(b) Availability—Such tickets will have the same availability (both as to period of time and break of journey) as tickets issued at the fares prescribed in sections 2, 3, 5, 7, 11, 12 and 13.
