National Roads Board—Declaring State Highway to be a Limited Access Road
It is notified that the National Roads Board, by resolution dated 22 June 1977 and pursuant to section 4 of the Public Works Amendment Act 1963, hereby declares that part of State Highway 3 (Hamilton to Woodville via New Plymouth) from its junction with Norfolk Road to the Te Popo stream, Midhurst, as more particularly shown on sheets 1 to 3 of plan L.A. 42/30/1 and accompanying schedule, held in the office of the Resident Engineer, Ministry of Works and Development, New Plymouth, and there available for public inspection, to be a limited access road.

National Roads Board—Declaring State Highway to be a Limited Access Road
It is notified that the National Roads Board, by resolution dated 22 June 1977 and pursuant to section 4 of the Public Works Amendment Act 1963, hereby declares that part of State Highway 3 (Hamilton–Woodville via New Plymouth) from the southern boundary of the Borough of Eltham to a right line from the southern corner of Part Section 17, Blk 1, Hawera S.D. (C.T. 130/173) across the highway, as more particularly shown on sheets 1 to 4 of plan L.A. 42/32/2 and accompanying schedule, held in the office of the Resident Engineer, Ministry of Works and Development, New Plymouth, and there available for public inspection, to be a limited access road.

National Roads Board—Notice Partially Revoking Declaration of State Highway to be a Limited Access Road
REFERRING to State Highway No. 1 (Awanui–Bluff) Willis Road to Bulls section, as more particularly shown on sheet 1 of Plan M.O.W. 17227 and the accompanying schedule held at the office of the Resident Engineer, Ministry of Works and Development, Wanganui, and there available for public inspection; it is notified that the National Roads Board, by resolution dated 22 June 1977 and pursuant to subsection (5) of section 4 of the Public Works Amendment Act 1963, hereby revokes its resolution of 15 September 1971*, made pursuant to the said Section 4, insofar as it affects that part of the limited access road declaration of the said State highway for half its width on the eastern side commencing 420 metres south of the junction of the northern boundary of Lot 3, D.P. 4827, with the road boundary and extending for 40 metres southwards along that road boundary.

National Roads Board—Notice Partially Revoking Declaration of State Highway to be a Limited Access Road
REFERRING to State Highway No. 2 (Pokeno to Wellington via Gisborne), Bethlehem to Tauranga section, as more particularly shown on sheets 1 and 2 of Plan M.O.W. 17063 and accompanying schedule held in the office of the Resident Engineer, Ministry of Works and Development, Tauranga, and there available for public inspection; it is notified that the National Roads Board, by resolution dated 22 June 1977 and pursuant to subsection (5) of section 4 of the Public Works Amendment Act 1963, hereby revokes its resolution of 28 April 1971*, insofar as it affects that part of the limited access road declaration of the said State highway for one half of its width on its southern side commencing at the junction of the western boundary of Lot 4, D.P. 3875 (C.T. 19A/174), with road boundary and extending in an easterly direction for 62 metres measured along that road boundary.

Decision of the Broadcasting Tribunal
Decision No. 1/77
IN the matter of the Broadcasting Act 1976, and in the matter of a complaint, pursuant to section 67 (1) (b) of the Act, between Gavin Watson Dobie, complainant, and Broadcasting Corporation of New Zealand, respondent:

DECISION
The Programme: At 9 p.m., on Sunday, 27 February 1977, in “Seven Days”, Television One broadcast a programme entitled “A Fate Worse than Death”. A 22-year-old student recounted her experience of an attempted rape in the Botanical Gardens in Wellington. The programme mainly comprised her narration of the events and their effect on her.
The unprovoked attack was by a man she did not know. She said the man was sitting on a rock in the gardens.
“He stood up and started following me. I took off. He grabbed hold of me and said something like, ‘Do you want a fuck?’, or something. I said ‘No’.”
She then told how the man offered her money.
The rest of the programme largely consisted of her relating the events that followed and explaining her feelings then and later.
The Complaint: Mr G. W. Dobie, of Wainuiomata, complained to Television One and then to the Broadcasting Corporation’s Complaints Review Committee.
His submissions were thorough and carefully reasoned. His complaint was of the broadcast of the word “fuck”. He claimed the word was obscene. He submitted that the word was in effect spoken in a public place, that no warning was given that “obscene language” would be used on the programme, that thousands of children would have been watching.
He said the broadcast was a breach of the Radio Regulations 1970 (S.R. 1970/40). Regulation 51 forbids the transmission of any radio-communication of an obscene nature, or of an offensive nature or meaning.
He also referred at some length to a previous occasion in which the word had been used in another television programme.
