Land Held for the Purpose of a Transit Housing Centre in the City of Hastings Set Apart for a Pleasure Ground

A PROCLAMATION
WHEREAS the land described in the Schedule hereto was taken for the purpose of a transit housing centre and vested in the Mayor, Councillors, and Citizens of the City of Hastings by Proclamation, dated the 31st day of July 1946 and published in the Gazette, No. 53, 1 August 1946, at page 1043, registered in the Land Registry Office at Napier as Proclamation 2041;
Now therefore, pursuant to section 20 of the Public Works Amendment Act 1952, I, Sir Edward Denis Blundell, the Governor-General of New Zealand, hereby proclaim and declare that the said land is hereby set apart, as from the 27th day of January 1977, for a pleasure ground.
SCHEDULE
HAWKE’S BAY LAND DISTRICT
ALL that piece of land containing 5594 square metres, situated in Block XVI, Heretaunga Survey District, City of Hastings, and being part Lots 126 and 127, Block 9, D.P. 362; as shown on plan S.O. 6887 lodged in the office of the Chief Surveyor at Napier, and thereon marked “B”.
Given under the hand of His Excellency the Governor-General, and issued under the Seal of New Zealand this 16th day of December 1976.

A PROCLAMATION
PURSUANT to section 4 of the Public Works Amendment Act 1963, I, Sir Edward Denis Blundell, the Governor General of New Zealand, hereby declare the land described in the Schedule hereto to be set apart for a limited access road; and I also declare that this Proclamation shall take effect on and after the 27th day of January 1977.

SOUTH AUCKLAND LAND DISTRICT
ALL that piece of land containing 1995 square metres, being part Section 2, Block III, Tokaanu Survey District; as shown on plan S.O. 48143, lodged in the office of the Chief Surveyor at Hamilton, and thereon marked “C”.

Commission of Inquiry into the Discharge by the Director-General of Social Welfare and other Officers of the Department of Social Welfare of their Respective Responsibilities in Respect of a 13-year-old Niuean Boy

ORDER IN COUNCIL
To all unto whom these presents shall come, and to:
WILLIAM JOHN MITCHELL, Esquire, of Auckland, Stipendiary Magistrate:
GREETING:
WHEREAS public concern has been expressed in relation to allegations concerning the treatment of a 13-year-old Niuean boy who was under the guardianship of the Director-General of Social Welfare: And whereas those allegations concerned in particular the authority for the administration of electro-convulsive therapy to that boy while a patient at Lake Alice Hospital: And whereas it is expedient that inquiry should be made into the manner in which the Director-General of Social Welfare and other officers of the Department of Social Welfare have discharged their respective powers, duties, and responsibilities in respect of that boy, his maternal grandmother, and his natural parents: Now, therefore, pursuant to the Commissions of Inquiry Act 1908, I, Sir Edward Denis Blundell, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby appoint you, the said William John Mitchell, to be a Commission to inquire into and report upon the discharge by the Director-General of Social Welfare and other officers of the Department of Social Welfare of their respective powers, duties, and responsibilities in relation to the said 13-year-old Niuean boy, his maternal grandmother, and his natural parents: And, in particular, to inquire into and report upon—
(a) The authority upon which treatment was administered to the boy by the medical authorities at Lake Alice Hospital:
(b) Any associated matters that may be thought by you to be relevant to the general objects of the inquiry:
And for better enabling you to carry these presents into effect you are hereby authorised and empowered to make and conduct any inquiry under these presents in accordance with the Commissions of Inquiry Act 1908, at such times and places as you think expedient, with power to adjourn from time to time and place to place as you think fit, and so that these presents shall continue in force and the inquiry may at any time and place be resumed although not regularly adjourned from time to time or from place to place:
And you are hereby strictly charged and directed that you shall not conduct any proceedings of the inquiry in public and shall not at any time publish or otherwise disclose, except to me, in pursuance of these presents or by my direction, the contents or purport of any report so made or to be made by you or any evidence or information obtained by you in the exercise of the powers hereby conferred upon you:
And it is hereby declared that you have liberty to report your proceedings and recommendations under this Commission from time to time if you shall judge it expedient to do so:
And using all due diligence you are required to report to me in writing under your hand not later than the 1st day of March 1977 your findings and opinions on the matters aforesaid together with such recommendations as you think fit to make in respect thereof.
