(e) Existing shopping facilities, including the range of goods sold, the services given, and the competitiveness of both trading and prices:

(3) Any associated matters that may be thought by you to be relevant to the general objects of the inquiry:
And for the better enabling you to carry these presents into effect you are hereby authorised and empowered to make and conduct any inquiry under these presents, in accordance with the Commissions of Inquiry Act 1908, at such times and places as you consider expedient, with power to adjourn from time to time and place to place as you think fit, and so that these presents shall continue in force and the inquiry may at any time and place be resumed although not regularly adjourned from time to time or from place to place:
And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose, save to me in pursuance of these presents or by my direction, the contents or purport of any report so made or to be made by you or any evidence or information obtained by you in the exercise of the powers hereby conferred upon you except such evidence or information as is received in the course of a sitting open to the public:
And it is hereby declared that you have liberty to report your proceedings and findings under this Commission from time to time if you shall judge it expedient so to do:
And, using all due diligence, you are required to report to me in writing under your hand not later than the 28th day of February 1978 your findings and opinions on the matters aforesaid, together with such recommendations as you think fit to make in respect thereof.

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL
PURSUANT to the Local Government Act 1974, His Excellency the Administrator of the Government, acting by and with the advice and consent of the Executive Council, hereby makes the following order:
ORDER

This order shall come into force on the 31st day of October 1977.

The boundaries of Kaiapoi Borough and Rangiora County shall be altered by excluding from the district of Kaiapoi Borough and including within Rangiora County the area described in the Schedule to this order.
SCHEDULE
PORTION OF KAIAPOI BOROUGH TO BE ADDED TO RANGIORA COUNTY
ALL that area in the Canterbury Land District, Borough of Kaiapoi, containing 2760 square metres, more or less, bounded by a line commencing at the easternmost corner of Lot 54, D.P. 576, being a point on the south-western side of Raven Street, and proceeding south-westerly along the south-eastern boundary of Lot 54, D.P. 576, and southerly along the western boundary of Lot 55, D.P. 576, to the northern bank of the Kaiapoi River; thence north-westerly along that bank to a point in line with the original middle line of Revells Road; thence northerly to and along that middle line to a point in line with the south-western side of Raven Street; thence south easterly to and along that roadside to the point of commencement.

Appointments, Promotions, Extensions, Relinquishments Cancellations, Transfers, Resignations and Retirements of Officers of the New Zealand Cadet Forces
PURSUANT to section 59 of the Defence Act 1971, the Minister of Defence hereby approves the following appointments, promotions, extensions, relinquishments, cancellations, transfers, resignations, and retirements of officers of the New Zealand Cadet Forces:
SEA CADET CORPS
Appointment
Robert Jesse Hillier is appointed to a cadet commission in the rank of Ensign on probation for a period of three years, with seniority and effect from 23 February 1977.
Curtis John Taylor is appointed to a cadet commission in the rank of Ensign on probation for a period of three years, with seniority and effect from 12 March 1977.
Graeme John Pritchard is appointed to a cadet commission in the rank of Ensign on probation for a period of three years, with seniority and effect from 8 June 1977.
Patrick Winton Shannon is appointed to a cadet commission in the rank of Ensign on probation for a period of three years, with seniority and effect from 8 June 1977.
Alistair Selwyn Joines is appointed to a cadet commission in the rank of Ensign on probation for a period of three years, with seniority and effect from 23 June 1977.
Henry Gladstone Ashton is appointed to a cadet commission in the rank of Lieutenant for a period of three years, with effect from 30 June 1977 and with seniority from 23 October 1975.
Graham Harold Peat is appointed to a cadet commission in the rank of Ensign for a period of three years, with effect from 23 June 1977 and with seniority from 23 June 1977.
Promotion
Lieutenant W. J. Andrell to be Temporary Lieutenant Commander, with effect 22 August 1977.
Lieutenant C. Hazelwood to be Temporary Lieutenant Commander, with effect 23 August 1977.
Sub Lieutenant Raymond Kitney to be Lieutenant, with seniority and effect from 23 October 1976.
Sub Lieutenant Donald Carfrae Ruxton to be Lieutenant, with seniority and effect from 27 November 1976.
Extension
Lieutenant N. H. Grant is granted an extension of his cadet commission until 25 November 1978.
Termination
Sub Lieutenant Alan McNicolβs cadet commission is terminated, with effect 8 August 1977.
Retirement
Lieutenant Frank Herbert Jefferies is retired, with effect from 31 July 1977.

John Alexander Mackinlay is appointed to a cadet commission in the rank of 2nd Lieutenant on probation for a period of three years, with seniority and effect from 11 March 1977.
Brian Sydney Pickard is appointed to a cadet commission in the rank of 2nd Lieutenant on probation for a period of three years, with seniority and effect from 11 March 1977.
Kenneth Owen Ritchie is appointed to a cadet commission in the rank of 2nd Lieutenant on probation for a period of three years, with seniority and effect from 11 March 1977.
Anthony Alexander Tkaczyk is appointed to a cadet commission in the rank of 2nd Lieutenant on probation for a period of three years, with seniority and effect from 25 March 1977.
Ross Alexander Osborne is appointed to a cadet commission in the rank of 2nd Lieutenant on probation for a period of three years, with seniority and effect from 6 April 1977.
Peter John Cummings is appointed to a cadet commission in the rank of 2nd Lieutenant on probation for a period of three years, with seniority and effect from 8 June 1977.
