(c) One member appointed by the Canterbury branch of the New Zealand Institution of Engineers;
(d) Four members elected by the associations of employees in local industries;
(e) Four members elected by the associations of employers in local industries;
(f) One member appointed by the Council of the University of Canterbury;
(g) One member appointed by the Canterbury Chamber of Commerce;
(h) One member who shall be the Principal of the Christ-church Technical Institute;
(i) One member who shall represent the staff of the Christ-church Technical Institute, and who shall be elected by full-time teachers employed by the Council, and who shall himself be a teacher employed by the Council;
(j) (i) One member who shall represent the students of the Christchurch Technical Institute, and who shall be elected to a term of office of one year by the students of the Institute, and who shall himself be a student of the Institute;
(ii) For the purpose of subparagraph (i) of paragraph (j) of this clause a “student of the Institute” is defined as “any student enrolled in a course of study at the Christchurch Technical Institute at the time of the calling of nominations for the election of the student representative.”
(k) Four members co-opted by the Council itself, one of whom is to be a woman to be appointed at any time whenever there is no other woman member of the Council, and who shall hold office until the expiry of the term of office of the members of the council by whom she was appointed.
4. (1) Subject to the provisions of this clause and the provisions of paragraph (k) and subparagraph (i) of paragraph (j) of clause 3 of this notice, the members of the Council of Christchurch Technical Institute shall hold office for a term of three years, but may, from time to time, be reappointed or re-elected.
(2) Except in the case of a casual vacancy, every member shall hold office until the 31st day of March in the third year after the year of his appointment or election, and if, on the 31st day of March, the appointment or election of his successor has not been notified to the Council, he shall continue to hold office until the date on which that appointment or election is notified.
(3) If any member dies, or resigns his office by writing under his hand addressed to the Council or the Chairman or the Secretary thereof, or is absent without leave from the meetings of the Council for three consecutive months, or while holding office becomes for any reason ineligible to remain a member, the casual vacancy so created shall be filled, as soon as practicable thereafter, by the appointment or election of a member in the manner in which the vacating member was appointed or elected, and the member appointed or elected to fill the vacancy shall hold office for the residue of the term of office of the member whom he replaces.
(4) The power of the Council shall not be affected by any vacancy in the membership thereof.
(5) The Christchurch Technical Institute Notice 1971 is hereby revoked.

(e) One member appointed by the Minister of Education on the nomination of the New Zealand Employers’ Federation Incorporated;
(f) One member appointed by the Minister of Education on the nomination of the New Zealand Federation of Labour;
(g) One member who shall be the Principal of the New Zealand Technical Correspondence Institute;
(h) One member who shall represent the staff of the New Zealand Technical Correspondence Institute, and who shall be elected by full-time teachers employed by the Council, and who shall himself be a teacher employed by the Council;
(i) One member co-opted by the Council itself, if and when it thinks fit.
3. (1) Subject to the provisions of this clause, every member of the New Zealand Technical Correspondence Institute Council shall hold office for a term of three years, but may, from time to time, be reappointed or re-elected.
(2) Except in the case of a casual vacancy, every member shall hold office until the 31st day of July in the third year after his appointment or election, and if, on the 31st day of July, the appointment or election of his successor has not been notified to the Council, he shall continue to hold office until the date on which that appointment or election is so notified.

(4) The co-opted member shall be appointed for such term as the Council may determine not exceeding 3 years, but he shall vacate his office at the expiry of the term of office of the appointed members. He may be reappointed and his appointment may be cancelled at any time by the Council.
(5) The powers of the Council shall not be affected by any vacancy in its membership.
4. The New Zealand Technical Correspondence Institute Notice 1971 is hereby revoked.

Variation of Notices Reconstituting the Boards of Governors of Technical Institutes (Transitional Provisions) 1976

PURSUANT to section 69 of the Education Act 1964, the Minister of Education hereby makes the following variation to the Waikato Technical Institute Notice 1976, the Taranaki Poly-technic Notice 1976, the Palmerston North Technical Institute Notice 1976, the Wellington Polytechnic Notice 1976, the Central Institute of Technology Notice 1976, the Nelson Poly-technic Notice 1976, the Christchurch Technical Institute Notice 1976, the Otago Polytechnic Notice 1976, the Southland Polytechnic Notice 1976, and the Technical Correspondence Institute Notice 1976, (hereinafter referred to as “the said notices”):

  1. Subclause (2) of clause 1 of each of the said notices is hereby deleted and the date of commencement of each of the said notices shall be as provided in this notice.

  2. Except as provided in clause 3 of this notice, each of the said notices shall come into force on the date on which the term of office of the present board of governors or council, as the case may be, expires.

  3. The following paragraphs of each of the said notices shall come into force on the date of the publication of the said notices in the Gazette:

(a) Those paragraphs, in each of the said notices, which provide for one member who shall be the principal of each polytechnic or technical institute, which is controlled by a board of governors or council, constituted under the said notices;

NOTICE

  1. (1) This notice may be cited as the New Zealand Technical Correspondence Institute Notice 1976.
    (2) This notice shall come into force on the date of its publication in the Gazette.

  2. There shall be a board of governors for the New Zealand Technical Correspondence Institute, which shall be known as the New Zealand Technical Correspondence Institute Council, and which shall be constituted as follows:

(a) The Director-General of Education, or a deputy appointed by him;
(b) The Commissioner of Apprenticeship, or a deputy appointed by him;
(c) One member appointed by the Minister of Education on the nomination of Federated Farmers of New Zealand Incorporated;
