DECISION OF THE TRIBUNAL
Housewife Hookers, Housewife Hookers (Part II), Massage Parlor, Massage Parlor (Part II):
Housewife Hookers and Massage Parlor are two-part stories about two prostitutes, one of whom is a suburban housewife, and the other of whom is a massage parlor attendant.
Each book is made up of a succession of sexual encounters between prostitute and client, and each encounter is described in a manner calculated to excite prurient interest.
The books are without any social or literary merit, and are indecent within the meaning of the Act.
The Tribunal classifies these four publications as indecent.
Teenage Hookers, Male Sexual Fantasies:
The first of these two books deals with the lives of three teenage prostitutes, one of whom is a male. The second is concerned with the sexual fantasies of twenty-one males.
Adopting the case history approach, both books examine, in lurid detail, the sexual aspects of the subjects’ lives. Some attempt is made at offering informed comment on the causes of teenaged prostitution and the psychological aspects of sexual fantasy, but this comment is trivial and superficial. The Tribunal doubts, therefore, the honesty of purpose of these two books.
The Tribunal classifies these two books as indecent.

DECISION OF THE TRIBUNAL
Private Parts is a collection of posed photographs of nude, or nearly nude, women. No names of author, editor or photographer are given, but a note on the outside of the back cover states that the purpose of the book is to expose the “buried treasures” of the female body. There is no text.
Artistically the photos, all black and white, are undistinguished; many are so contrived and artificial as to seem pointless and even absurd. Coy rather than crude, they are obviously selected for their appeal to those who seek some vicarious sexual excitement. The whole conception is a tasteless one, and the overall effect to debase sex in a way that the Tribunal judges to be harmful.
Photographic Diary of a Fetishist is a collection of sixty or seventy photographs of nude women, posed in various bizarre positions, ostensibly to reveal particular fetishes. The accompanying text begins with an extract from a lecture, supposedly being given about fetishism by a professor of abnormal psychology to his students, but quickly degenerates into a chronical of sexual exploits which take place between the professor and one of his girl students. There is a vague and general connection between the photographs and the text; what they have in common is an intention to display sexual detail in a crude and often obscene way. There is no redeeming feature of naturalness or good taste in either.
Ronald Rabbit is a Dirty Old Man is a cheaply printed paperback, written in the form of a fictional correspondence to, from, and about a magazine editor who loses his job, his wife, and all his money. The story is incidental, however, as is the comic manner, to the real purpose of the book which is to explore in detail a number of sexual experiments, all crude and vulgar in the extreme.
The Tribunal classifies these three books as indecent.

Reserve Bank of New Zealand
PURSUANT to section 33 of the Reserve Bank of New Zealand Act 1964, the Reserve Bank, acting with the approval of the Minister of Finance, hereby gives notice that as from the close of business on the 1st day of July 1976, and until further notice, each trading bank shall maintain on average during each calendar month balances at the Reserve Bank plus holdings of Reserve Bank notes and of New Zealand Government securities together equal to an amount which shall not be less than the aggregate of:
38 percent of that bank’s average demand deposit liabilities in New Zealand in the immediately preceding calendar month as shown by an average of the weekly returns of Banking Statistics under the Statistics Act 1955, plus
15 percent of that bank’s average time deposit liabilities in New Zealand in the immediately preceding calendar month as shown by an average of the weekly returns of Banking Statistics under the Statistics Act 1955.
For the purposes of this notice:
(1) The monthly average of a trading bank’s holdings of Reserve Bank notes shall be the average of the figures as shown by the weekly returns of Banking Statistics under the Statistics Act 1955 for that bank received
