Article 3:7 of that Agreement, for the purpose of implementing special measures beneficial to the trade and development of Australia and New Zealand, the goods listed in the Schedule to this notice have been nominated by Australia and New Zealand Governments for addition to Schedule B as constituted by the said Exchange of Letters.
Schedule B, as agreed between the Governments of Australia and New Zealand, comprises goods which may enter into Australia and New Zealand at such rates of duty, at such quantitative levels, and under such conditions as are agreed between the two industries and between the Australian and New Zealand Governments.
Comments and representations are invited from interested persons with respect to the proposed addition of the goods scheduled hereto. Any comments and representations may be made to the Secretary, Department of Trade and Industry, Private Bag, Wellington. These should be made no later than 21 days from the date of publication of this notice. Copies of the proposal are available from the Secretary of Trade and Industry at the above address.

PURSUANT to section 69 of the Animals Act 1967, notice is hereby given that, after consultation with the New Zealand Wool Board, the woolmarking preparation set out in the Schedule to this notice (a product of John Edward Butler (New Zealand) Ltd., Auckland) is approved for sale and general purpose use in marking wool on sheep.

DECISION OF THE TRIBUNAL
Five issues of this magazine have now been before the Tribunal (Decisions 745-747, 799, and 832). In decisions 745-747 the Tribunal noted; “The interest in contemporary affairs is very limited and light-weight. The dominant concern in the cartoons, text . . . and the illustrations, is with presenting sex for entertainment and amusement. The explicitness of some of this material, and the indulgent tone with which extreme and perverted manifestations of sexual interest are allowed for, make these issues clearly unsuitable for younger readers and marginal for adults.”
In considering subsequent issues, the Tribunal has been aware of a trend toward greater emphasis upon the sexual content of the magazine.
While this issue continues the trend, it also reveals a subtle change in tone over previous issues. Indulgence has given way to prurience. Three articles in particular, contribute to this view. They are “Sex Tapes” (which constitutes a forum for readers to relate their sexual excesses), an article on telephone masturbation and sex fantasy services and a sequence of photographic illustrations depicting the seduction of a young girl by her aunt. These articles, together with other material dealing with the subject of sex, affect the overall tone of the magazine and, thus, its dominant effect is to debase and exploit sex. Those articles which are intended to be informative and serious remain light-weight and limited and, in the Tribunal’s view, are included merely as camouflage to render acceptable indecent parts of the magazine. Thus, this issue of Oui fails to meet the criteria for our consideration under Section 11 of the Act.
The Tribunal classifies this magazine as indecent.
