(c) The Tauhoa Riding, comprising the Tauhoa Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Tauhoa Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(d) The Albert Riding, comprising the Albert Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Albert Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(e) The Hoteo Riding, comprising the Hoteo Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Hoteo Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(f) The Omaha Riding, comprising the Omaha Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Omaha Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(g) The Matakana Riding, comprising the Matakana Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 3 members who shall be the members of the Rodney County Council elected to represent the Matakana Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(h) The Kourawhero Riding, comprising the Kourawhero Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Kourawhero Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(i) The Kaipara Riding, comprising the Kaipara Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Kaipara Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(j) The Puhoi Riding, comprising the Puhoi Riding of Rodney County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Rodney County Council elected to represent the Puhoi Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(k) The Hibiscus Coast Riding, comprising the Hibiscus Coast Riding of Waitemata County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 2 members who shall be the members of the Waitemata County Council elected to represent the Hibiscus Coast Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(l) The Wainui Riding, comprising the Wainui Riding of Waitemata County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect. The representation to be 1 member who shall be the member of the Waitemata County Council elected to represent the Wainui Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(m) The Kaukapakapa Riding, comprising the Kaukapakapa Riding of Waitemata County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Waitemata County Council elected to represent the Kaukapakapa Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

(n) The Kumeu Riding, comprising that part of the area of the said county included in the Kumeu Riding of Waitemata County existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect, together with such islands adjacent thereto that are included in the Fourth Schedule hereto. The representation to be 1 member who shall be the member of the Waitemata County Council elected to represent the Kumeu Riding of that county and holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

11. Notwithstanding the provisions of clauses 7 and 8 hereof, until the first triennial general election of councillors following the date on which the alteration of boundaries herein provided takes effect, the areas of the county boroughs and the representation of the county borough councils shall be as follows:

Wellsford County Borough comprising the area of the Wellsford County Borough existing on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

Wellsford County Borough Council comprising the members of the Wellsford County Borough Council holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect.

Hibiscus Coast County Borough comprising the area described in the Fifteenth Schedule hereto.

Hibiscus Coast County Borough Council comprising:

(a) The two members of the Waitemata County Council representing the Hibiscus Coast Riding as prescribed in clause 10 (k) hereof;

(b) The members of the Orewa County Town Committee holding office on the date immediately prior to the date on which the alteration of boundaries herein provided takes effect;

(c) Five persons to be appointed by the interim council in such manner as it may deem fit, to represent that part of the area described in the Fifteenth Schedule not forming a part of the Orewa County Town.

12. Notwithstanding the provisions of sections 80, 82 and 83 of the Counties Act 1956, any councillor of the interim council constituted under clause 10 hereof who is personally present at a meeting of that council may demand that a poll shall be taken on any question or proposal before the council, and thereupon the following provisions shall apply:

(a) The poll shall be conducted by the Clerk of the Council who shall act as scrutineer, and the votes of councillors shall be recorded as voting either for or against the question or proposal, as the case may be;

(b) On each question or proposal councillors shall be entitled to record the following votes:

(i) The councillor representing Arai Riding: 1 vote.

(ii) The councillor representing Wellsford Riding: 1 vote.

(iii) The councillor representing Tauhoa Riding: 1 vote.

(iv) The councillor representing Albert Riding: 1 vote.

(v) The councillor representing Hoteo Riding: 1 vote.

(vi) The councillor representing Omaha Riding: 1 vote.

(vii) The 3 councillors representing Matakana Riding: 1 vote each.

(viii) The councillor representing Kourawhero Riding: 1 vote.
