To supervise and control the maintenance and upkeep
of water races for stock water and incidental uses in
accordance with the Moroa Water Race Bylaw 1973 and
its amendments. The Committee to have power to make
recommendations for amendments to the Bylaw 1973. -
(a) To deal directly with applications for improvements
and alterations to water races which have only local
effect within the property served, without adverse
effect on any other property or parts of the water
race system.
(b) To receive applications for improvements and alterations to water races which may have any effect
beyond the limits stated in (a) and to pass these
applications, with recommendations, to the Council
for action.
In either case (a) or (b) the adjustments to races
to be recorded on the Moroa Water Race District
maps as held by the Council and Committee.

That the maintenance of existing culverts and bridges
now installed on the property of ratepayers shall be the
responsibility of the ratepayer concerned. -
That no culvert or bridge be installed unless first
approved by the Committee, and that the cost of installation
and maintenance to be the ratepayer's responsibility. The
Committee to have direct powers of approval for culverts
up to and including 24 inches diameter. Culverts over 24 inches
diameter, and all bridges to be referred by the Committee
to the Council for overall approval. -
The ratepayers be responsible to clean and maintain
water races on their property so as to provide a satisfactory
supply of water. -
That the Committee be responsible for the cleaning of
the main race from the headworks down to a point
approximately 20 chains downstream from the Woodside
Road Crossing, at the junction in the property of Elliot
and Garland. -
That no diversion of water races be undertaken without
the permission and satisfaction of the Committee. -
That to improve the supply of water the Committee
has the power to undertake improvements and alterations
to water races within the limits of authority stated in 2 (a)
and (b) preceding. The cost of such work to be a charge
on the income of the Committee. -
(a) That appointments to vacancies on the Committee
be nominated from ratepayers by the Committee
to serve in the best interests of ratepayers and the
Moroa Water Race District. Such appointments to
be subject to the approval of the Council.
(b) That the committee shall consist of 7 members.
- The Committee shall have the following administrative
powers
(a) To appoint its own officers, i.e. overseer, secretary,
chairman who shall be under the control of the
Committee.
(b) To fix the remuneration of its officers.
(c) That committee meetings be held as business determines
and/or at the discretion of the chairman.
(d) The Committee to have full powers as to the disbursement of its annual income.
(e) The Committee to set annually the amount to be
collected from rates by the County.
(f) The County to collect rates and pay all accounts on
behalf of the Committee.
(g) That a meeting of ratepayers shall be held annually
for the presentation of the annual accounts and
budget which shall be subject to the approval of
the Council.
(h) The Committee to conduct its own affairs in accordance with the powers as delegated and set out
above and any amendments thereto; and any
provisions not provided may be undertaken with
the approval of the County, and thatβ
The following ratepayers of the Moroa Water Race District
be members of the Committee of Managing Ratepayers
(Moroa Water Race Committee): Mr. J. S. Miller, Mr. D. M.
Thurston, Mr. A. C. Saywell, Mr. R. P. Holmes, Mr. E. B.
Skeet, Mr. P. R. Southey, and Mr. T. Lovett.

WELLINGTON METHODIST CHARITABLE AND
EDUCATIONAL TRUSTS AMENDMENT BILL
NOTICE OF PRIVATE BILL
THE Board of the Wellington Methodist Charitable and
Educational Endowments incorporated under the Wellington
Methodist Charitable and Educational Trusts Act 1916
(Private), gives notice of its intention to apply for leave
to bring into the House of Representatives the above-titled
Bill the objects of which are as follows:
First, to alter the ending of the financial year of the
Board from the last day of December to the last day of
June in each year and thus correspond more closely with
the annual Conference of the Methodist Church to which
the Board makes annual report.
Secondly, to extend the present powers of sale which
with the approval of the Methodist Conference are restricted
to sale by auction or public tender to enable the Board
subject to the approval of the said Conference to sell land
in such manner and on such terms as the Board thinks
fit. The proceeds of sale are to be available for purchase
by the Board of any other estate freehold, leasehold, or
stratum in New Zealand either in the Board's own name
or jointly with any other agency of the Methodist Church.
The proceeds may also be used in making permanent improvements upon other land of the Board or in the execution
of works of subdivision development or improvement of
any such land held by the Board or may be invested on
deposit with any Savings Society or Trust established by or
with the consent of the Methodist Conference.
Thirdly, the purposes of the Bill are to extend the powers
of investment of the Board's money in investments authorised
under the Trustee Act 1956, or in securities of any company officially listed on the Stock Exchange in New Zealand
which comprise shares, stock or debentures secured or
unsecured notes but not including such shares, stock
debentures, or notes not fully paid up unless required to
be fully paid within 12 months after the date of issue
nor is investment to be allowed in notes or debentures
in respect of which any liability to make further advances
or payments will remain after the expiration of twelve
months after the date of acquisition. There is a further
restriction on investment in securities of companies unless
the company has a paid up share capital of $1,000,000
or more and if the company has not paid a dividend of
at least 5 percent in each complete financial year within
5 years prior to the date of investment. No investment is
to be made in any company whose business might conflict
with the general rules and usages of the Methodist Church
of New Zealand.
Finally, the Bill makes provision for use of income from
investments in aid of homes, schools, colleges, or other
institutions established or supported by the Methodist
Conference.
The promoter of this Bill is the Board of the Wellington
Methodist Charitable and Educational Endowments whose
address for service of communications or notices is at the

Title of the Bill: The Melanesian Trusts Act 1974
OBJECTS of the bill: An Act to declare the trusts upon
which the Melanesian Mission Trust Board holds certain
land and the income therefrom and to provide for the
administration thereof, consequent upon the severance of
the Diocese of Melanesia from the Province of New Zealand
and the establishment of the Province of Melanesia.
Promoter of the bill: The Most Reverend Allen Howard
Johnston L.TH., LL.D., Bishop of Waikato and Primate and
Archbishop of New Zealand. The promoter's address for
communications or notices and the address at which a copy
of the Bill may be inspected is at the offices of Messrs
