And for the better enabling you to carry these presents into effect you are hereby authorised and empowered to make and conduct any inquiry under these presents in accordance with the Commissions of Inquiry Act 1908, at such times and places as you think expedient, with power to adjourn from time to time and place to place as you think fit, and so that these presents shall continue in force and the inquiry may at any time and place be resumed although not regularly adjourned from time to time or from place to place:

And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose, save to me in pursuance of these presents or by my direction, the content or purport of any report so made or to be made by you or any evidence or information obtained by you in exercise of the powers hereby conferred upon you except such evidence or information as is received in the course of a sitting open to the public:

And it is hereby declared that you have liberty to report your proceedings under this Commission from time to time if you shall judge it expedient so to do:

And using all due diligence you are required to report to me in writing under your hand not later than the 1st day of March 1975 your findings and opinions on the matters aforesaid.

TRADESMEN’S GRIEVANCES

VICTIMISATION

November 1973: Five men working at Wairakei were fined Stat. Holiday Pay, and suspended for one week. This was defeated with the aid of delegates from Northern Maintenance and Fletcher Insulation. This was a “Kangaroo Court” in action.

: Delegates again wanted to suspend these men. However floor managed to defeat this.

: Delegates again attempting to force men into action over illegal levies. Suspended over weekend loss of wages.

———

Threats to Members: (Ralf Aggers) Holster Engineering. Delegates threatened this man who is over 60 on two occasions and member left job as he was scared.

———

Delegates Threatened: P. Pitman with fist: Same Delegate jumped over table after meeting and was about to hit T. Tolley: another delegate stepped between him and Tolley and stopped him.

Delegates Threatened: P. Sefo T.A.: and he even took Solicitors advice.

Not abiding Engineer’s Union Rules: The continued refusal of delegates at meetings to abide by Rules and procedure of Engineer’s Union. Such as refusal to hold Secret Ballots and adhere to rules set by National Council and set out in Shop Stewards Handbook. Delegates won’t accept motions by Tradesmen.

Company Interference: The interference by Delegates into affairs of other Companies such as the P. Kerwan Affair. N.Z.F.P. Members have complained on many occasions about these men over different matters and names of these men are available if wanted.

Foreman Union Members: who have not voted; and not allowed to union meetings forced to apologise at meetings (Majority being Labourers), for not paying levies. Manager also been forced to apologise on ridiculous matter. This could happen to you! Foreman suspended for one week for wedging job for safety reasons.

MEMBERS HAVE OTHER COMPLAINTS BUT FEEL THAT THE ABOVE ARE ENOUGH TO COMMENCE PROCEEDINGS AGAINST THESE TWO MEN.

Warrant Appointing a Conciliator Under the Industrial Relations Act 1973

PURSUANT to section 63 of the Industrial Relations Act 1973, I, Sir Edward Denis Blundell, the Governor-General of New Zealand, hereby appoint

Stephen James McConnell

to be a Conciliator for a term of 3 years on and from the 9th day of November 1974.

PURSUANT to section 35 of the Defence Act 1971, His Excellency the Governor-General has approved the following appointments, promotions, extensions, transfers, resignations, and retirements of officers of the New Zealand Army:

REGULAR FORCE

ROYAL REGIMENT OF N.Z. ARTILLERY

Lieutenant (temp. Captain) G. H. Bransby is re-engaged until 21 June 1978.

Lieutenant (temp. Captain) and Quartermaster M. C. Nabbs, M.B.E. to be Captain and Quartermaster, with seniority and effect from 28 August 1974.

ROYAL N.Z. ARMOURED CORPS

Captain and Quartermaster Raymond Douglas Hutson is posted to the Retired List with effect from 12 October 1974.

Captain (temp. Major) Donald Houlton Crabb, E.D., is transferred from the Territorial Force in his present rank and seniority with effect from 16 October 1974 on his appointment as a Military Observer, UNMOGIP (Pakistan).

THE CORPS OF ROYAL N.Z. ENGINEERS

Captain and Quartermaster Peter Crowther, B.E.M., is posted to the Retired List with effect from 22 January 1975.

Captain and Quartermaster J. Offord to be temp. Major and Quartermaster with effect from 4 September 1974.

ROYAL N.Z. INFANTRY REGIMENT

Captain Peter Stephen Sullivan is transferred from the Territorial Force, 2/1 RNZIR, in his present rank with seniority from 20 December 1971 and effect from 1 October 1974.

Lieutenant (temp. Captain) and Quartermaster B. J. Pepper to be Captain and Quartermaster with seniority and effect from 23 September 1974.

The notice published in the Gazette, 27 June 1974, No. 62, p. 1253, relating to Lieutenant and Quartermaster D. F. Williams is cancelled and the following substituted:

“Lieutenant and Quartermaster D. F. Williams, M.B.E., to be temp. Captain and Quartermaster with effect from 10 December 1973.”

Lieutenant D. S. Carter to be temp. Captain with effect from 28 August 1974.

Lieutenant (temp. Captain) Harvey Winston Fewings is transferred from the Territorial Force in the rank of Captain with seniority from 21 June 1974 and effect from 9 October 1974.
