SCHEDULE
CONDITIONS

(1) This licence is subject to the Foreshore Licence Regulations 1960 and the provisions of those regulations shall, so far as applicable, apply hereto.

(2) The term of the licence shall be 14 years from the 1st day of October 1973.

(3) The annual sum so payable by the licensee shall be ten cents (10c) payable on demand.

Notice Declaring Quarantine Area at Trentham (No. 573 Ag. 70072)

NOTICE is hereby given that for the purposes of detention of imported horses, under the Animals Act 1967, the land specified in the Schedule hereto is hereby declared to be a quarantine area from 1 October 1973 to 1 December 1973.

SCHEDULE

THE premises of Wrightson NMA Ltd. and Pyne, Gould, Guinness Ltd. sale grounds, situated at the northern end of Racecourse Road, Trentham, comprising approximately 2½ acres and known as “K Block”.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of application by the Secretary for Justice for decisions in respect of the book Vampirella, December 1972, No. 21, and Eerie, February 1973, No. 45, both published by Warren Publishing Co., New York.

There was no appearance of the applicant nor of the publisher’s representative in New Zealand. Accordingly no submissions were made.

DECISION OF THE TRIBUNAL

THESE are two comic books of the more extreme “horror” variety. They each contain over 70 pages of comic strips interspersed with a limited amount of reading matter and advertising material all related to the same theme. They represent the picture story counterpart of the more bizarre type of science fiction and horror film. There is nothing obscene in them. In terms of the Act we see no grounds for preventing adult readers from reading them, though the average person would probably very quickly lose any initial interest he may have in them.

It is their impact on young and immature readers with which we have been concerned. To the very young they would be meaningless, and on those in their developing years we do not think these particular publications would make any more injurious an impression than many of the fairy tales on which previous generations have been nurtured.

The Tribunal classifies these two publications as not indecent.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of application by the Comptroller of Customs for a decision in respect of the book Moscow Nights by Vlas Tenin, published by Bantam Books Inc., New York.

Mr Bathgate appeared on behalf of the applicant. Mr Taylor, the New Zealand distributor, appeared. No submissions were made.

DECISION OF THE TRIBUNAL

THIS paperback Russian novel, set in Moscow and its countryside, is described by its publishers as “the erotic sensation from the Soviet underground”—and as “the outlaw erotic masterpiece that explores the liberated variations of the Soviet experience—from sense expanding drugs to uninhibited sexual experimentation”.

The novel is not without some literary merit and the account of life in the Soviet Union would be of interest to the general reader. The Tribunal was inclined not to impose a restriction, but after careful consideration of the descriptions of sexual encounters felt obliged to impose one.

The Tribunal classifies this book as indecent in the hands of persons under the age of 18 years.
