of goods at present not so exempt are asked to take into
account the statement in the 1972 Financial Statement (page 19)
that “the Government has also decided that where the
industry is to be exempted from import licensing there should
be provision in appropriate cases for a phase-out period
which in general will be for up to three years”.

  1. Any person who intends to tender evidence should lodge,
    in typewritten form, 14 copies of public evidence and 12 copies
    of confidential evidence, to be presented under oath at the
    public hearing, at the Board’s office no later than Tuesday,
    21 August 1973. In preparing this evidence the “Notes for
    Information and Guidance of Interested Parties” prepared
    by the Board may be of assistance. Copies of these notes
    may be obtained from the Board’s office.

Tariff and Development Board Notice No. 349—Inquiry
Concerning Protection for New Zealand Industry Producing
Soya Beans of Tariff Item 12.01.400

  1. At the public hearing concerning protection for certain
    seeds and cereals etc., held on 11 April 1973, it was requested
    that the taking of evidence affecting soya beans, of Tariff
    item 12.01.400, be deferred and that it be taken in con-
    junction with any evidence on soya bean oil to be presented
    at the public hearing scheduled to commence on 2 July

  2. The Board has acceded to the request and parties who
    wish to submit evidence affecting protection for soya beans,
    of Tariff item 12.01.400, should prepare and lodge submissions
    in terms of Schedule E to Tariff and Development Board
    Notice No. 323 (New Zealand Gazette dated 7 December
    1972). It will not be necessary for parties who presented
    evidence on soya beans at the hearing on 11 April 1973
    to resubmit evidence on these goods. Such parties may,
    however, tender supplementary evidence. Any new or
    supplementary evidence on soya beans will be taken in
    conjunction with the evidence on soya bean oil which is
    the first part of a two part inquiry. (Refer Notice No. 340,
    New Zealand Gazette dated 22 March 1973.)

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and
in the matter of an application by the Comptroller of Customs
for decision in respect of the book A Secret Diary by Vicar
Veitch, published by David Bruce and Watson Ltd., London.

Mr Bathgate appeared on behalf of the applicant. There
was no appearance of the publisher’s representative in New
Zealand. No submissions were made.

DECISION OF THE TRIBUNAL

THIS book is based on the supposedly authentic diary of
one William Veitch, a country parson with a modest living
in the county of Sussex from 1874–75. He was asked to
leave his previous living at Paddington in 1874 for the office
as vicar of this small country parish where his indiscretions
with young ladies might provoke less scandal.

Ronald Pearsall in his introduction goes to considerable
lengths to prove that the diary of William Veitch is genuine,
but it can be noted that he nowhere states where the diary
came from and that the factual details on which he bases
his claim are such as could be used by an author wishing
to write an apparently genuine period-piece. Ronald Pearsall
has researched and written in the area of Victorian sexuality
and the book appears to us as likely to be a modern con-
coction as a genuine piece of Victorian erotica. The diary
recounts in detail the sexual activities of the Vicar which
are of a somewhat degraded and depraved nature.

The Tribunal does not judge the book as likely to corrupt
mature readers but some restriction on its availability to
younger persons is desirable. The Tribunal classifies this book
as indecent in the hands of persons under the age of
18 years.

The Standards Act 1965—Draft Amendment to New Zealand
Standard Specification Available for Comment

PURSUANT to subsection (3) of section 23 of the Standards
Act 1965, notice is hereby given that the following draft
amendment is being circulated:

DZ 2259/339 Draft amendment to NZS 2259: 1968 protective
hats for horse and pony riders.

NOTE—When issued, the amendment will introduce
requirements to clause 3.d. (Peak) which are designed
to reduce the likelihood of injuries to the wearer’s face,
particularly the bridge of the nose, under impact.

ALL persons who may be affected by this amendment and
who desire to comment thereon, may, on application, obtain
a copy on loan from the Standards Association of New
Zealand, World Trade Center, 15–23 Sturdee Street (or
Private Bag), Wellington 1.

The closing date for the receipt of comment is 11 May
1973.
