New Zealand Dairy Board—Notice of Election of Members
for South Auckland, Southern, and Taranaki Wards

I, Jack Lionel Wright, Returning Officer, appointed under
section 10 of the Dairy Board Act 1961, do hereby give notice
of a poll to elect a member for the South Auckland Ward and
a member for the Southern Ward and a member for the
Taranaki Ward No. 2 on the New Zealand Dairy Board; and
I do hereby give further notice that Wednesday, 18 April 1973,
is the date on which the rolls of electors for these wards shall
be closed, that the nominations of candidates for the election
of one member for each of the said wards must be in my
hands by noon on Wednesday, 16 May 1973; and that, in the
event of more than one candidate being nominated in any of
the said wards, a poll will be held and such poll will be closed
at 7 p.m., on Wednesday, 27 June 1973.

Consenting to Raising of Loans by Certain Local Authorities

PURSUANT to section 3 of the Local Authorities Loans
Act 1956 (as amended by section 3 (1) of the Local
Authorities Loans Amendment Act 1967), the undersigned
Assistant Secretary to the Treasury, acting under powers

Tariff and Development Board Notice No. 346—Inquiry
Concerning Protection for New Zealand Industry Producing
Vinyl Floor Coverings—Public Hearing

  1. Following receipt by the Minister of Customs of a report
    from the Emergency Protection Authority concerning protection
    for the New Zealand industry producing vinyl floor coverings,
    the Minister notified the Board, in a letter dated 14 March
    1973, that Government had accepted the recommendation of
    the Authority that a temporary additional duty of 20 percent
    be imposed on those floor coverings of Tariff items 39.02.081
    and 59.10.011 (except tiles) which have a current domestic
    value not exceeding $2.00 per square yard. However, as the
    goods of Tariff item 59.10.011 are on Schedule A to the
    NAFTA, the rate of duty will remain unchanged for these
    goods when they are imported from Australia.

  2. In accordance with the provisions of the Tariff and
    Development Board Act the Minister of Customs has
    requested the Board to undertake a further inquiry and report
    on the nature and degree of protection, if any, it considers
    necessary to protect the New Zealand industry against imports
    of vinyl floor coverings now classified under Tariff items
    39.02.089 and 59.10.018 (formerly Tariff items 39.02.081 and
    59.10.011 respectively.)

  3. For the purpose of taking evidence the Board will hold
    a public hearing in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington, on Tuesday,
    4 September 1973, commencing at 10.30 a.m.

  4. Parties intending to make representations or requests about
    appropriate rates of customs duty are asked to take into
    account the statement by the Minister of Overseas Trade of
    6 September 1972 about changes in the New Zealand Customs
    Tariff. Copies of this statement can be obtained from the
    undersigned. In a letter dated 6 April 1973, the Minister of
    Trade and Industry has indicated that, while Government
    has asked the Board to consider the question of a single
    tariff rate, for trade policy reasons the Board’s recommendations on this aspect will not necessarily be made public for
    the time being. Parties intending to make representations or
    requests about the exemption from import licensing of goods
    at present not so exempt are asked to take into account
    the statement in the 1972 Financial Statement (page 19) that
    “the Government has also decided that where the industry
    is to be exempted from import licensing there should be
    provision in appropriate cases for a phase-out period which
    in general will be for up to three years”.

  5. Any person who intends to tender evidence should lodge,
    in typewritten form, 14 copies of public evidence and 12 copies
    of confidential evidence, to be presented under oath at the
    public hearing, at the Board’s office no later than Tuesday,
    14 August 1973. In preparing this evidence the “Notes for
    Information and Guidance of Interested Parties” prepared
    by the Board may be of assistance. Copies of these notes
    may be obtained from the Board’s office.

Tariff and Development Board Notice No. 347—Inquiry
Concerning Protection for New Zealand Industry Producing
Rulers—Public Hearing

  1. Following receipt by the Minister of Customs of a report
    from the Emergency Protection Authority concerning protection for the New Zealand industry producing plastic
    30 cm/12 in. rulers, the Minister notified the Board, in a
    letter dated 14 March 1973, that Government had accepted
    the recommendation of the Authority that protection be
    afforded by a temporary restriction of imports of rulers
    based on a minimum f.o.b. value of $10.50 per gross. However,
    in order to comply with New Zealand’s obligations under the
    NAFTA, the temporary restriction will not be imposed against
    imports from Australia. The Authority considered that there
    was a wide area of substitutability amongst rulers of different
    materials and he suggested that any examination of the need
    for protection for the domestic industry should cover all
    types and sizes of rigid rulers.

  2. In accordance with the provisions of the Tariff and
    Development Board Act, the Minister of Customs has
    requested the Board to undertake an inquiry and report on
    the form of permanent protection, if any, it considers necessary
    to protect New Zealand industry in relation to the importation
    of rulers (but not flexible measuring tapes) as classified in
    Tariff item Ex 90.16.009.

  3. For the purpose of taking evidence the Board will hold
    a public hearing in the Hearing Room, Eighth Floor, Cumberland House, Upper Willis Street, Wellington, on Tuesday,
    11 September 1973, commencing at 10.30 a.m.

  4. Parties intending to make representations or requests about
    appropriate rates of customs duty are asked to take into
    account the statement by the Minister of Overseas Trade
    of 6 September 1972 about changes in the New Zealand
