Now therefore, pursuant to the Commissions of Inquiry
Act 1908, I, Sir Edward Denis Blundell, the Governor-General
of New Zealand, acting by and with the advice and consent
of the Executive Council, hereby appoint you the said
Arnold Henry Nordmeyer, Adam Miller Begg, Frederick Reed
Alan Hellaby, John Arthur Gillies, and Trevor Percival Kelly
to be a Commission to inquire into and report on the major
factors influencing the efficiency of the production, processing,
transport, and local and export marketing of New Zealand
meat and its by-products, with particular regard to the attainment
of maximum returns to the New Zealand economy;
and to recommend steps necessary to obtain such maximum
returns in the future, having regard to the social and economic
policy of the Government; and in particular, and without
limiting the generality of the foregoing provisions, to inquire
into and report upon the following matters:

  1. Marketing—
    (a) The present marketing system, both local and overseas,
    and the changes in the existing organisations concerned with marketing which may be necessary in the
    light of future patterns of trade; and
    (b) The means of obtaining continuing market intelligence
    and its dissemination to all sectors of the industry.

  2. Economics—
    (a) The need for reorganisation in the transporting, slaughtering,
    and processing branches of the meat industry,
    with particular reference to—
    (i) The size and siting of works and associated
    facilities; and
    (ii) The availability of labour; and
    (iii) Whether works should be multi-purpose or
    designed to kill and process one class of stock only;
    and
    (iv) Whether works should kill for a particular
    market only; and
    (v) The hygiene requirements of overseas countries;
    and
    (b) The amalgamation of by-product processing facilities
    and economies necessary to ensure the maximum use
    of all products; and
    (c) The adequacy and desirability of the present abattoir
    system and its ability to meet the needs of the
    domestic meat industry; and the role of meat packing
    houses; and
    (d) The ownership and operation of works; and
    (e) The fixing of slaughtering and processing charges.

  3. Labour Relations and Training—
    (a) The adequacy of training at management and worker
    level; and
    (b) The state of research into work methods and efficiency
    of operation; and
    (c) The desirability of the industry having a training
    organisation covering all aspects of the industry; and
    (d) The means of upgrading the status of the industry; and
    (e) The means of securing improvement in labour relations.

  4. Physical Facilities—
    (a) The adequacy of and recommended changes to existing
    facilities to meet present needs; and
    (b) The means of ensuring that physical facilities are available
    to meet all future needs.

  5. Livestock Production—
    (a) Livestock production trends during the next decade; and
    (b) The types of stock which will best meet end-product
    market needs; and
    (c) The means of spreading seasonal kill; and
    (d) The means of ensuring that stock reach freezing works
    and abattoirs in good condition; and
    (e) The eradication or control of animal diseases which
    affect human health, or the quality of product, or
    marketing requirements,—

and generally to inquire into and report upon such other
matters arising throughout as may come to your notice in the
course of your inquiries and which you consider should be
investigated in connection therewith, and any matters affecting
the premises which you consider should be brought to the
attention of the Government:

And, with the like advice and consent, I do hereby appoint
you the said ARNOLD HENRY NORDMEYER to be Chairman of
the said Commission:

And for the better enabling you to carry these presents into
effect you are hereby authorised and empowered to make and
conduct any inquiry under these presents, in accordance with
the Commissions of Inquiry Act 1908, at such times and
places as you consider expedient, with power to adjourn from
time to time and place to place as you think fit, and so that
these presents shall continue in force and the inquiry may
at any time and place be resumed although not regularly
adjourned from time to time or from place to place: And
you are hereby strictly charged and directed that you shall
not at any time publish or otherwise disclose, save to me in
pursuance of these presents or by my direction, the contents
or purport of any report so made or to be made by you
or any evidence or information obtained by you in the
exercise of the powers hereby conferred upon you except
such evidence or information as is received in the course of a
sitting open to the public:

And it is hereby declared that the powers hereby conferred
shall be exercisable notwithstanding the absence at any time
of one or two of the members hereby appointed so long as
the Chairman or a member deputed by the Chairman to act
in his stead and at least two other members are present:

And it is hereby further declared that you have liberty to
report your proceedings and findings under this Commission
from time to time if you judge it expedient so to do:

And, using all due diligence, you are required to report to
me in writing under your hands not later than the 14th day of
December 1973 your findings and opinions on the matters
aforesaid, together with such recommendations as you think
fit to make in respect thereof.

Appointing Eight Members and the Chairman of the Soil Conservation and Rivers Control Council

PURSUANT to sections 3 and 4 of the Soil Conservation and Rivers Control Act 1941 and section 6 of the Water and Soil Conservation Act 1967, I, Sir Edward Denis Blundell, the Governor-General of New Zealand, hereby appoint

Alick Lindsay Poole, Esquire, of Wellington, retired civil servant;
Robert George Norman, Esquire, of Wellington, registered civil engineer, as the officer of the Ministry of Works;
Keith Wilbur Blackmore, Esquire, of Alexandra, retired contractor, representing borough and town councils;
Hugh Wilson Hayward, Esquire, of Ngatea, farmer, representing county councils;
Stanley Francis Body, Esquire, of Te Aroha, farmer, representing drainage and river boards;
Robert Fleming Wardlaw, Esquire, of Waimana, farmer, representing agricultural and pastoral interests;
Eric Arthur Batson, Esquire, of Tutira, farmer, representing regional water boards of the North Island; and
Frederick William Wyatt, Esquire, of Hokitika, farmer, representing regional water boards of the South Island

To be members of the Soil Conservation and Rivers Control Council for a term of 5 years from and including the 1st day of April 1973; and I also hereby appoint the said Alick Lindsay Poole to be Chairman of the said Council.

Flight Lieutenant William Alan Curtis, from the Royal Air Force, is appointed to a short-service commission for a period of 5 years, in the rank of Flight Lieutenant, with seniority from 16 February 1972 and effect from 16 February 1973.
