Any less quantity will be charged at such minimum or on actual weight at Class E plus 50 percent, whichever is cheaper.

Handling and Tallying:
The department may require all loading, unloading, or tallying to be performed by the owners. Where loading, unloading, or tallying is performed by the department, charges as per section 122 will apply.
The charges in paragraph 3 of this section, with loading and/or unloading charges added, shall not be greater than when computed at Class D rate.
