Decision of the Indecent Publications Tribunal
IN the matter of the Indecent Publications Act 1963, and in
the matter of an application by the Comptroller of Customs
for a decision in respect of the book Surrogate Wife by
Valerie X. Scott and Herbert d'H. Lee, published by W. H.
Allen and Co. Ltd., London.
There was no appearance of the applicant nor of the
publisher's representative in New Zealand. Accordingly no
submissions were made.
DECISION OF THE TRIBUNAL
THIS book is stated to be the experiences of a girl working as
a part-time "therapist" at the famed Masters and Johnson sex
clinic in St. Louis, her role being to play the wife (or mistress)
to men in sexual difficulties with their wives or girl friends.
Her therapeutic role was a very practical one, and the book
gives her stories of the nine cases she had during her time
working (part-time) with the foundation. There is a good
deal of frank sexual detail in the book, and it is impossible
to establish the truth or otherwise of her claims to have been
a part of the Masters Johnson set-up. Credibility is not
strengthened by the fictionlike retailing of the various en-
counters. In view of the general theme of the book and the
explicitness of some of the descriptions, we consider an age
restriction should be placed on this book.
The Tribunal classifies this book as indecent in the hands
of persons under the age of 18 years.

Decision of the Indecent Publications Tribunal
IN the matter of the Indecent Publications Act 1963, and in
the matter of an application by the Comptroller of Customs
for a decision in respect of the book The Run by Peter Cave,
published by New English Library Ltd., London.
There was no appearance of the applicant nor of the
publisher's representative in New Zealand. Accordingly no
submissions were made.
DECISION OF THE TRIBUNAL
NOVELS dealing with the "Hell's Angels" motor bicycle gangs
are almost becoming a genre in themselves, and a number have
been before the Tribunal at different times. The Run is stated
to be the third in a series which began with Chopper and
Mama. While one expects to find a certain degree of violence
in a novel on this theme, this series seems to be degenerating
into violence for its own sake. The theme—conflict between
rival American and British versions of Hell's Angels—is but
a peg on which to string together a series of violent episodes
recounted in sickening detail, occasionally spiced with the
associated themes of sex and drugs.
Unlike some of the other novels with motor bicycle gangs
which have been before us, no attempt is made to deal with
the social background of the gangs or to try to explain
some of their motivating influences. The exclusive concern
with violence and the way it is presented differentiate this
novel from others of its kind, and even from its predecessors
in this series.
The Tribunal classifies this book as indecent.

for a decision in respect of the book The Other Woman by
Jessica Simmons, published by Sphere Books Ltd., London.
There was no appearance of the applicant nor of the
publisher's representative in New Zealand. Accordingly no
submissions were made.
DECISION OF THE TRIBUNAL
THIS is the second book by Jessica Simmons to be submitted to
the Tribunal. The first, Women Without Men, was, in decision
No. 353, classified with an age restriction. The present book
is very similar in theme and, as was said of Women Without
Men, the specific descriptions of lesbian activities make it
unsuitable for young readers. The story is an unpleasant one,
but in the judgment of the Tribunal would not be corrupting
or degrading to mature people. The alienation of a young
wife's affections by her husband's ineffectual and ignorant
sexual behaviour may be less uncommon than his gradual sup-
plantment by a lesbian partner, but this theme, in the manner
in which it is handled in the book, does not provide grounds
for total prohibition.
The Tribunal classifies this book as indecent in the hands
of persons under the age of 18 years.

Local Authorities Loans Act 1956—General Variation of
Conditions of Borrowing
PURSUANT to section 9 (4A) of the Local Authorities Loans
Act 1956 (as inserted by section 4 (3) of the Local Authorities
Loans Amendment Act 1967), notice is hereby given that the
Local Authorities Loans Board, acting with the approval of
the Minister of Finance, has determined as follows:

  1. This general determination shall apply to all money:
    (a) Which any local authority has received the sanction
    of the Board given prior to the date of this notice
    to borrow by way of special loan, requiring or per-
    mitting repayment to be made by means of a sinking
    fund; and
    (b) Which the local authority borrows on or after the 1st
    day of December 1972; and
    (c) Which is to be repaid by means of a sinking fund.
  2. All such money that is borrowed for less than 10 years
    shall not exceed 40 percent of the issue and shall be borrowed
    for 5 years and/or 6 years.
  3. All sanctions to which this general determination applies
    shall be varied accordingly.
  4. The notice given by the Board on the 28th day of Sep-
    tember 1971 and published in the Gazette on the 30th day of
    September 1971 at p. 2018 is hereby consequentially amended
    by omitting from subparagraph (b) of paragraph 2 the
    expression "30 percent" and substituting the expression "40
    percent".
