NOTES—(1) The building and fitting of bodies
to commercial trucks and delivery vans includes
the building and fitting of parts of bodies of
these vehicles but not the mere fitting of accessories.

(2) The term “body panels” does not include the follow-
ing panels: bonnet, cowl, windscreen including the side panels
and header panel, dashboard, valances and mudguards.

This decision is effective from 8 September 1972.

Tariff and Development Board Notice No. 307—Inquiry
Concerning Protection Affecting the New Zealand Industry
Producing Monofilament for Use as Fishing Lines (Ex
Tariff Items 39.01.041, 39.01.049, 39.02.041, 39.02.049,
51.02.009, 51.02.109)

  1. Following receipt by the Minister of Customs of a report
    by the Emergency Protection Authority, the Government has
    accepted the recommendation of the Authority that the exemp-
    tion under item codes 39.095 and 50.135 for monofilament, not
    put up for retail sale, on declaration for use as fishing lines be
    withdrawn. The Authority proposed that the monofilament of
    item code 39.095 should be transferred to item code 39.120,
    and that of item code 50.135 be given a new item code with
    an allocation of 50 percent of the value of the same goods
    imported in the 1970–71 period. Additionally the Authority
    recommended that monofilament packed for retail sale as
    fishing line and at that time included in item code 50.190 be
    transferred to the new item code recommended above, and
    within the same allocation. However, in order to maintain
    New Zealand’s obligation to Australia under the provisions of
    the NAFTA, Government has decided that import licensing
    will not be reimposed on nylon monofilament of Australian
    origin, classified in Tariff item 51.02.009. The appropriate
    amendments to the import licensing provisions took effect on
    6 October 1972.

  2. In accordance with the provisions of the Tariff and
    Development Board Act, the Minister of Customs has requested
    the Board to undertake an inquiry and report on what
    permanent form of protection, if any, it considers necessary
    to protect the New Zealand industry in relation to the impor-
    tation of monofilament for use as fishing line, classified in
    Tariff items 39.01.041, 39.01.049, 39.02.041, 39.02.049, 51.02.009
    and 51.02.109.

  3. The attention of interested parties is drawn to the fact that
    the Board has already given notice of its intention to conduct a
    public hearing affecting all the goods of Tariff items 39.01.041,
    39.01.049, 39.02.041 and 39.02.049, including monofil, in Tariff
    and Development Board Notice No. 281 (New Zealand Gazette
    dated 29 June 1972). This hearing will take place, as advertised,
    on Thursday, 9 November 1972, and any representations made
    at it affecting monofilament for use as fishing line, and classi-
    fied within the above four Tariff items, will be taken into
    account by the Board in reaching its conclusions on these
    goods in terms of the current reference. It will not be neces-
    sary, therefore, for parties presenting evidence on monofila-
    ment for use as fishing line at the public hearing on 9
    November to resubmit evidence at the public hearing notified
    in paragraph 4 below. Parties may, however, tender supplemen-
    tary evidence affecting monofilament for use as fishing lines at
    the later hearing and should lodge new representations if they
    wish to be heard on monofilament for use as fishing line of
    Tariff items 51.02.009 and 51.02.109.

  4. The Board will, in accordance with its normal procedures,
    conduct a public hearing in the Committee Room, Seventh
    Floor, Cumberland House, Upper Willis Street, Wellington, on
    Friday, 15 December 1972, commencing at 10.30 a.m.

  5. Parties intending to make representations or requests
    about appropriate rates of customs duty are asked to take
    into account the statement by the Minister of Overseas Trade
    of 6 September 1972 about changes in the New Zealand
    Customs Tariff. Copies of this statement can be obtained from
    the undersigned. Parties intending to make representations or
    requests about the exemption from import licensing of goods
    at present not so exempt are asked to take into account the
    statement in the 1972 Financial Statement (p. 19) that “the
    Government has also decided that where the industry is to be
    exempted from import licensing there should be provision in
    appropriate cases for a phase-out period which in general will
    be for up to three years”.

  6. Any person who intends to tender evidence should lodge,
    in typewritten form, 14 copies of public evidence and 12 copies
    of confidential evidence, to be presented under oath at the
    public hearing, at the Board’s office no later than Friday, 1
    December 1972. In preparing this evidence the “Notes for
    Information and Guidance of Interested Parties” prepared by
    the Board may be of assistance. Copies of these notes may be
    obtained from the Board’s office.

  1. The Minister of Customs has referred to the Tariff and Development Board for inquiry and report the question of the nature and extent
    of the protection, if any, which it considers appropriate for New Zealand industry in respect of the importation of the goods listed in the
    attached schedules. This reference arises from the publication, in a Supplement to the New Zealand Gazette, dated 7 October 1971, of a
    Notice of Proposed Exemptions from Import Licensing and from representations received in response to that notice.
