Exempting Land in the Nelson Land District from the Operation of Part III of the Coal Mines Act 1925

Pursuant to section 171 of the Coal Mines Act 1925, I, Sir Arthur Espie Porritt, Baronet, the Governor-General of New Zealand, do hereby exempt the land described in the Schedule hereto from the operation of Part III of the said Act.

NELSON LAND DISTRICT—INANGAHUA COUNTY
SECTION 1343, Town of Reefton, situated in Block XIV, Reefton Survey District. 36 perches, more or less. S.O. Plan 7063.
Save and excepting to Her Majesty the Queen all seams or beds of coal and all other minerals or metals, and reserving to Her Majesty the Queen and all persons legally entitled to work the said coal, minerals, and metals, a right of ingress, egress, and regress under the said land.

Appointment of Committee of Inquiry Under Section 13 of the Industries and Commerce Act 1956, to Inquire into the Distribution of Meat, Fish, Fruit, and Vegetables

Pursuant to section 13 of the Industries and Commerce Act 1956, the Minister of Industries and Commerce hereby appoints
James Noel Laurensen (Chairman);
Keith Robert Congreve,
Margaret Mary Hutchinson,
Beryl Dorrien Ibbotson, and
John Joseph O'Dea
to be a committee to inquire into, investigate, and report on the distribution of meat, fish, fruit, and vegetables. -
The committee shall be called the Committee of Inquiry into the Distribution of Meat, Fish, Fruit, and Vegetables.

In the inquiry into the distribution of meat the committee shall have regard to the following matters:
(1) The extent of competition in the wholesaling and retailing of meat, and whether in the interests of restraining price increases steps should be taken to increase that competition.
(2) The changes which have taken place over the past 10 years, in the service rendered to the consumer by meat retailers and whether any further specific changes are now seen to be desirable.
(3) The changes in patterns of trade, which have taken place over the past 10 years in the retail butchery trade—with particular reference on the sales side to movements in consumer demand, density of retail outlets, the entry of supermarkets into the trade, and the development of pre-packaging; and on the purchase side with particular reference to the method of procurement of meat supplies.
(4) The increases which have taken place in retail meat prices over the past 10 years and the relationship which they have shown to increases in:
(a) Other items in the Consumers Price Index;
(b) Wholesale prices of meat in New Zealand;
(c) Export realisations;
(d) Retail prices of meat in other meat producing countries;
(e) Nominal wage rates (N.B. show changes in the purchasing power of wages in relation to meat prices over the 10-year period).
(5) The comparison of the gross profits, operating costs, and net profits currently being achieved or incurred by wholesale and retail butchers as compared with such profits and expenses, achieved or incurred, at the time the retail price of meat was released from price control in December 1961. (N.B. It is desired that variations in margin yield emanating from different methods of procurement of supplies should also be examined.)
(6) The reasonableness or otherwise of movements in net profit rewards of meat wholesalers and retailers since the retail price of meat was removed from control in December 1961; having regard to the current level of profitability and to improvements experienced over the past ten years by wholesale and retail industry in general, and by specific trade in particular.
(7) The steps, if any, which in the light of your findings on the preceding terms of reference should be taken to achieve greater stability in meat prices. -
In the inquiry into the distribution of fruit and vegetables the committee shall have regard to the following matters:
(1) The extent of competition in the wholesaling and retailing of fruit and vegetables and whether in the interests of restraining price increases steps should be taken to increase that competition.
(2) The changes which have taken place over the past 10 years in the services rendered by retailers of fruit and vegetables to consumers and whether any further specific changes are now seen to be desirable.
(3) The present system of distribution of fruit and vegetables from the point of producer sales to consumer purchase; the changes which have taken place over the past 10 years; and any improvements which may now be called for in the interests of consumers, and of those engaged in the industry.
(4) The increases which have taken place over the past 10 years in the prices of fruit and vegetables in comparison with movements in:
(a) Other items in the Consumers Price Index;
(b) Producers realisations;
(c) Prices of comparable fruits and vegetables in selected overseas countries;
