Setting Aside Maori Freehold Land as a Maori Reservation
PURSUANT to section 439 of the Maori Affairs Act 1953, the Maori freehold land described in the Schedule hereto is hereby set apart as a Maori reservation for the purpose of a burial ground for the common use and benefit of the owners and members of the Ngati Te Wehi subtribes and to be called “Okapu Urupa”.

Decision of the Indecent Publications Tribunal
IN the matter of the Indecent Publications Act 1963, and in the matter of an application by the Comptroller of Customs for a decision in respect of the book The Swedish Manual of Sexual Pleasure by Charles E. Lundquist, published by Valiant Publishing Inc., U.S.A.
There was no appearance of applicant. Mr Downey, solicitor, appeared on behalf of the publisher’s representative in New Zealand and made submissions.
DECISION OF THE TRIBUNAL
ON the cover this book is described as “a complete marriage manual fully illustrated with actual photographs of a married couple engaged in sexual intercourse positions” and its sale to minors is prohibited.
The subject of the study is sexual stimulus and response within a relationship allowing for honesty and consideration. Of the 160 pages, the text occupies only 62; the rest are photographs, most with explanatory comments, and a glamorous introduction (which does little to commend the book) by the Director of a Psychoanalytical Foundation. The proportion of the book devoted to illustrations puts it in the category of the pictorial guide, a number of which have already been considered by the Tribunal. Applying the criteria set out in judgment No. 432–5, we would put this book in the second category. The text is laboured but responsible. The photographs are in reasonably good taste although it is noted that 14 of them are used twice, reversed, or enlarged, or differently placed on the page, and 14 of them are of a woman doing keep-fit exercises photographed from unnecessarily revealing angles. They are however frank without distortion and cannot be judged harmful in the hands of adults.
The Tribunal classifies this book as indecent in the hands of persons under the age of 18 years.

IN the matter of the Indecent Publications Act 1963, and in the matter of an application by the Comptroller of Customs for a decision in respect of the book Man, The Sensual Male by Dr Sigmund Lichter, published by Holloway House Publishing Co., Los Angeles.
There was no appearance of the applicant. Mr Downey, solicitor, appeared on behalf of the publisher’s representative in New Zealand and made submissions.
DECISION OF THE TRIBUNAL
THIS book, ascribed to a practising psychologist, recounts sexual experiences and describes sexual behaviour without any of the objectivity and concern for the complexity of the material that a scientific approach might be expected to have. The tone is titillating and prurient and the treatment shallow and worthless. The book has no redeeming features and clearly offends against the provisions of the Act.
The Tribunal classifies this book as indecent.

DECISION OF THE TRIBUNAL
THESE six paperbacks bear a common resemblance—the story line is thin, the characters undeveloped except in the exercise of their sexual proclivities; furthermore, the basic situation of each novel is totally unrealistic. Each is merely a vehicle for its author’s stringing together a succession of detailed sexual episodes.
The Tribunal classifies these six books as indecent.

Decision of the Indecent Publications Tribunal
IN the matter of the Indecent Publications Act 1963, and in the matter of an application by Patrick Frederick Arthur Cavanagh for a decision in respect of the book The 120 Days of Sodom by the Marquis de Sade, published by Brandon House, California.
There was no appearance of the applicant nor of the publisher’s representative in New Zealand. Accordingly no submissions were made.
DECISION OF THE TRIBUNAL
THE works of de Sade have been the subject of controversy for over 150 years. As recently as 1957 the French Courts upheld a decision of 1814 that they should be banned in France. Although some modern critics and psychologists see value in them for the psychoanalyst, most of them are still regarded as obscene.
The paperback edition of The 120 Days of Sodom submitted to the Tribunal is purportedly an unexpurgated English translation, published in 1967, of Jean-Jacques Pauvent’s French text, published in 1953. The book was written by de
