The Capital Issues Consent Notice 1971
PURSUANT to the Capital Issues (Overseas) Regulations 1965,
the Minister of Finance hereby gives the following notice.
NOTICE
-
Title—This notice may be cited as the Capital Issues
Consent Notice 1971. -
Consent to borrowing or raising of money in New Zealand
by certain companies—Consent is hereby granted to the
exercise by any company within the meaning of the Companies
Act 1955 that is an overseas person within the meaning of
paragraph (c) of regulation 3A (2) of the Capital Issues
(Overseas) Regulations 1965*, but which would not be an
overseas person if the shares held in the company by any
of the companies or life insurance offices mentioned in the
Schedule hereto were held by persons who are not overseas
persons, of the following powers, namely:
(a) The power to borrow money in New Zealand:
(b) The power to raise money in New Zealand by the issue,
whether in New Zealand or elsewhere, of any shares
in the company:
(c) The power to make any call in respect of any shares
issued by the company to a person ordinarily resident
in New Zealand.
- Revocation—The notice consenting to the issue of capital
by certain life insurance offices, dated the 3rd day of April
1970†, is hereby revoked.

The New Zealand Technical Correspondence Institute
(Establishment) Notice 1971
PURSUANT to section 90 (2) of the Education Act 1964, the
Minister of Education hereby gives the following notice.
NOTICE
- (1) This notice may be cited as the New Zealand
Technical Correspondence Institute (Establishment) Notice
(2) This notice shall come into force on the date of its
publication in the Gazette.
- The school known as the New Zealand Technical
Correspondence Institute, which was established pursuant to
section 96 of the Education Act 1964, as a school to provide
instruction by correspondence for the purpose of the provision
of further education* is hereby declared to be deemed a
technical institute within the meaning of Part III of the said
Act for the purpose of provision of further education for the
whole of New Zealand by correspondence.

The New Zealand Technical Correspondence Institute (Board
of Governors) Notice 1971
PURSUANT to section 69 of the Education Act 1964, the Minister
of Education hereby gives the following notice.
NOTICE
- (1) This notice may be cited as the New Zealand
Technical Correspondence Institute (Board of Governors)
Notice 1971.
(2) This notice shall come into force on the date of its
publication in the Gazette.
- There shall be a Board of Governors for the New Zealand
Technical Correspondence Institute, which shall be known as
the New Zealand Technical Correspondence Institute Council,
and which shall be constituted as follows:
(a) The Director-General of Education or a deputy appointed
by him;
(b) The Commissioner of Apprenticeship or a deputy
appointed by him;
(c) One member appointed by the Minister of Education
on the nomination of Federated Farmers of New
Zealand Incorporated;
(d) One member appointed by the Minister of Education on
the nomination of the New Zealand Manufacturers'
Federation Incorporated;
(e) One member appointed by the Minister of Education on
the nomination of the New Zealand Employers'
Federation Incorporated;
(f) One member appointed by the Minister of Education
on the nomination of the New Zealand Federation of
Labour;
(g) One member co-opted by the Council itself if and when
it thinks fit.
- (1) Subject to the provisions of this clause, every
appointed member of the New Zealand Technical Correspondence Institute Council shall hold office for a term of 3 years
but may from time to time be reappointed.
(2) Except in the case of a casual vacancy, every appointed
member shall hold office until the 31st day of July in the
third year after his appointment, and if on the 31st day of
July the appointment of his successor has not been notified to
the Council, he shall continue to hold office until the date on
which that appointment is so notified.
(3) Any appointed member of the Council may at any time
resign his office by notice in writing addressed to the Minister
of Education.
(4) If any appointed member dies or resigns or is absent
without leave from the meetings of the Council for 3 successive
months, or while holding office becomes for any reason
ineligible to remain a member, the casual vacancy so created
shall be filled as soon as practicable thereafter by the appointment
of a member in the manner in which the vacating
member was appointed, and the member appointed to fill the
vacancy shall hold office for the residue of the term of office
of the member whom he replaces.
(5) The co-opted member shall be appointed for such term
as the Council may determine not exceeding 3 years, but he
shall vacate his office at the expiry of the term of office of
the appointed members. He may be reappointed and his
appointment may be cancelled at any time by the Council.
(6) The powers of the Council shall not be affected by any
vacancy in its membership.
