No. 385
Decision of the Indecent Publications Tribunal
In the matter of the Indecent Publications Act 1963, and in
the matter of an application by the Secretary for Justice for a
decision in respect of the book Sex Manners of the Young
Generation by Robert Chartham, PH.D., published by New
English Library, London.
There was no appearance of the applicant nor of the
publisher's representative in New Zealand. Accordingly no
submissions were made.
DECISION OF THE TRIBUNAL
Most of Dr Chartham's books impart advice on sexual matters
to various groups (e.g., Mainly for Women, Sex Manners for
Men); this one, however, is a survey of the sexual habits and
activities of a group of 441 young people between the ages of
22 and 28. Dr Chartham is concerned to show how far the
attitudes of a new generation are different; although one may
criticise the apparent narrowness of his random sample, more
than three-quarters went to private schools, the information
resulting from it is given in a straightforward way. The usual
tabulations of percentages are accompanied by the author's
comments and interpretation, and by brief extracts from the
individual answers given. It was a serious inquiry, and the
Tribunal classifies it as not indecent.
R. S. V. SIMPSON, Chairman.
6 December 1971.
No. 386
Decision of the Indecent Publications Tribunal
In the matter of the Indecent Publications Act 1963, and in
the matter of an application by the Secretary for Justice for a
decision in respect of the magazine International Crime
Detective, July 1971, published by Dell Publishing Co.,
Australia.
There was no appearance of the applicant nor of the
publisher's representative in New Zealand. Accordingly no
submissions were made.
DECISION OF THE TRIBUNAL
This magazine published in Australia but originating in the
United States gives a series of factual accounts, illustrated with
photographs, of crimes (chiefly murder) in a variety of
countries, but with a fairly heavy emphasis on the United
States. They are written in an easily read style, but do not
appear to over-emphasise the lurid aspects of the cases any
more than would accounts of court cases in newspapers with a
similar preoccupation. The Tribunal classifies it as not indecent.
R. S. V. SIMPSON, Chairman.
6 December 1971.
No. 387-389
Decision of the Indecent Publications Tribunal
In the matter of the Indecent Publications Act 1963, and in
the matter of an application by the Comptroller of Customs
for a decision in respect of the magazines The English Courts
Naturists' Holiday Panorama, a quarterly guide for the genuine
naturist, Vol. 2, No. 13, Health and Efficiency, No. 844, August
1971, Health and Efficiency, Autumn 1971.
There was no appearance of the applicant. Mr Heron,
solicitor, appeared for the publishers and made submissions.
DECISION OF THE TRIBUNAL
These three periodicals submitted by the Comptroller of
Customs clearly fell without question within the first category
of documents considered under the heading Naturist or Nudist
Books and Magazines, in the latter part of our classifications
now generally known as the Waverley decisions, delivered 15
July 1968 and gazetted 25 July 1968. A close perusal reveals
nothing that offends against the Act.
We consider that the directions we have already given about
documents of this kind are so clear that it should be unnecessary
to submit them to us.
We declare the three periodicals not indecent.
R. S. V. SIMPSON, Chairman.
6 December 1971.
No. 390
Decision of the Indecent Publications Tribunal
In the matter of the Indecent Publications Act 1963, and in
the matter of an application by the Comptroller of Customs
for a decision in respect of the book Sabrina by Joseph Chadwick, published by New English Library, London.
There was no appearance of the applicant nor of the
publisher's representative in New Zealand. Accordingly no
submissions were made.
DECISION OF THE TRIBUNAL
In content and tone this book closely resembles another novel
by Joseph Chadwick which was recently restricted by the
Tribunal. The working out of the slaves' revenge on the
owners' passionate cruelty involves scenes of sexual and other
violence which could harmfully affect younger readers.
The Tribunal classifies the book as indecent in the hands of
persons under 18 years of age.
R. S. V. SIMPSON, Chairman.
6 December 1971.

I, Jack Alexander McLeod Kean, Comptroller of Customs, give
notice that I have applied to the Indecent Publications Tribunal
