This paper-back book commences with an introduction by Jasan Douglas “Why this book was published”, which relates that the book is “to try to explain through photographs the reasons for fetishism in this direction”.
The cover proclaims that the book is “a study in pictures of a sex cult and fetish with nearly 200 pages packed with photographs”. It certainly is. The photographs are virtually entirely of young females in various types of harness in suggestive postures. The sparse text emphasises the fact that the purpose of the book is really not informative.
In our view taking into account those matters which the Act requires of us, we find that the work is indecent within the meaning of the Act, and we classify it as such.

This paper-back book is a matter-of-fact presentation of its subject matter. In view of its detailed semi-clinical approach to various sexual techniques, the Tribunal agrees with the publisher’s claim that it is intended for mature men and women.
It is classified as indecent in the hands of persons under the age of 16 years.
Memoirs of a Russian Princess, compiled by Katoumbah Pasha. Published by Holloway House Publishing Co., Los Angeles, California. A United States edition. Price in New Zealand is $1.15.
This paper-back book is expressed to be gleaned from the secret diary of a Princess Vavara. It is compiled, noted, and arranged by K. Pasha. This young lady was an habitue of the Courts of Catherine II and Paul I of Russia if the introduction is to be believed.
The introduction by James R. Winston, PH.D., which covers the first 69 pages of the book is excellent and gives a good historical background to the “memoirs”.
The “memoirs” give a detailed description of the sexual proclivities of this young lady with a measure of violence thrown in, but they do give a picture of the social conditions of the age in Russia which they purport to portray.
After considering all those matters which the Act requires us to take into account, the Tribunal classifies the book as not indecent except in the hands of persons under the age of 18 years.

Varying Notice of Declaration of State Highways
PURSUANT to section 11 of the National Roads Act 1953, the National Roads Board, acting with the written approval of the Minister of Works, hereby gives notice that it cancels the notice varying notice of declaration of State highways dated 20 October 1960 and published in the Gazette, 20 October 1960, p. 1660 in so far as that relates to Greymouth No. 6 State Highway, and varies the notice declaring public highways to be State highways, dated 9 March 1960 and published in the Gazette, 24 March 1960, Volume I, p. 384, by deleting from Part II of the said notice, the paragraph described in the First Schedule hereto and substituting therefor the paragraph set out in the Second Schedule hereto.

PURSUANT to the Harbours Act 1950, the Secretary for Marine hereby gives notice that the licence granted to Robert Everett Price, on 11 June 1957*, and subsequently assigned to Percy Francis Walsh on 14 May 1959, to use and occupy part of the foreshore at Pine Island, in Auckland Harbour, for the purpose of maintaining thereon a wharf, is hereby assigned to Cecil James Croul and Meretaka Croul.
