Crown Land Set Apart as Permanent State Forest Land,
Subject to a Right of Way

A PROCLAMATION
PURSUANT to section 18 of the Forests Act 1949, I, Sir Arthur
Espie Porritt, Baronet, the Governor-General of New Zealand,
hereby set apart the Crown land described in the Schedule
hereto as permanent State forest land, subject to a right of
way.
SCHEDULE
CANTERBURY LAND DISTRICT—CANTERBURY CONSERVANCY
Geraldine County
RURAL Section 36104 situated in Blocks III and VII, Opihi
Survey District: area, 1,680 acres, more or less.
Lot 1, Deposited Plan 25819, being part Rural Section
36106, situated in Block VII, Opihi Survey District: area, 53
acres 3 roods 28 perches, more or less. Subject to the right of
way in deed of grant of easement registered as Volume 8F,
folio 694, Canterbury Land Registry.
As shown on plan S. 102/6 deposited in the Head Office
of the New Zealand Forest Service at Wellington, and thereon
edged red.
Given under the hand of His Excellency the Governor-
General, and issued under the Seal of New Zealand, this
24th day of April 1970.

At the Government Buildings at Wellington this 13th day of

THE HON. N. L. SHELTON, PRESIDING IN COUNCIL
PURSUANT to the Police Act 1958, His Excellency the Governor-
General, acting by and with the advice and consent of the
Executive Council, hereby makes the following order.
O R D E R
- Title and commencement—(1) This order may be cited as
the Police Salary Order 1970.
(2) This order shall be deemed to have come into force on
the 15th day of June 1969.
- Salary of Commissioner of Police—The salary of the
Commissioner of Police shall be as follows:
Minimum Maximum Annual Increment
$10,294 $10,790 $496
- Revocation—The Police Salary Order 1969 is hereby
revoked.

Commission to Inquire into Disaster at Kaimai Tunnel

ORDER IN COUNCIL
To all to whom these presents shall come, and to:
ALFRED WILLIAM YORTT, Retired Magistrate;
KENNETH EDWIN ANDREWS, M.B.E., Chief Engineer (Major
Contracts), Snowy Mountains Hydro Electric Authority;
and
FRANCIS JOSEPH HANDCOCK, General Manager, Norpac
Mining Ltd.:
GREETING:
WHEREAS it is deemed expedient that an inquiry should be
made into the cause of the disaster which occurred at the
Kaimai Tunnel on the 24th day of February 1970, and matters
incidental thereto:
Now, therefore, pursuant to the Commissions of Inquiry
Act 1908, I, Sir Arthur Espie Porritt, Baronet, the Governor-
General of New Zealand, acting by and with the advice and
consent of the Executive Council, hereby appoint you, the said
Alfred William Yortt, Kenneth Edwin Andrews, and Francis
Joseph Handcock, to be a Commission to inquire into and
report upon—
(a) The cause of the disaster at the Kaimai Tunnel on the
24th day of February 1970;
(b) The selection of the tunnel site, and the design and
method of driving the tunnel, particularly in relation
to the geological nature of the country;
(c) The efficiency of the management in relation to the
tunnelling operations;
(d) The efficiency of the inspection of the tunnel by all or
any of the persons who are responsible for such
inspection;
(e) Suggestions for the prevention, as far as possible, of
similar disasters—
and generally to inquire into and report upon such other
matters arising thereout as may come to your notice in the
course of your inquiries and which you consider should be
investigated in connection therewith, and to report upon any
matters affecting the premises which you consider should be
brought to the attention of the Government, and, in particular,
to report your opinion whether any additional legislation is
necessary and the scope of the same, and whether the regula-
tions included in the existing law provide for reasonable and
proper safeguards against similar disasters, or whether any
amendment or addition to them is required:
And with the like advice and consent I hereby appoint you,
the said ALFRED WILLIAM YORTT, to be the Chairman of the
said Commission:
And for better enabling you to carry these presents into
effect you are hereby authorised and empowered to make and
conduct any inquiry under these presents, in accordance with
the Commissions of Inquiry Act 1908, at such times and places
as you deem expedient, with power to adjourn from time to
time and from place to place as you think fit, and so that these
presents shall continue in force and the inquiry may at any
time and place be resumed although not regularly adjourned
from time to time or from place to place:
And you are hereby strictly charged and directed that you
shall not at any time publish or otherwise disclose, except
to me in pursuance of these presents or by my direction, the
contents or purport of any report so made or to be made by
you or any evidence or information obtained by you in
exercise of the powers hereby conferred on you except such
evidence or information as is received in the course of a sitting
open to the public:
And it is hereby declared that the powers hereby conferred
shall be exercisable notwithstanding the absence at any time
of any one member of the Commission hereby appointed, so
long as the Chairman and one other member are present and
concur in the exercise of such powers:
And it is hereby further declared that you have liberty
to report your proceedings and recommendations under this
Commission from time to time if you shall judge it expedient
so to do:
And using all due diligence you are required to report to
me in writing under your hands not later than the 1st day
of October 1970 your findings and opinions in the matters
aforesaid, together with such recommendations as you think
fit to make in respect thereof.
Given in Executive Council under the hand of His Excellency
the Governor-General this 27th day of April 1970.
