PURSUANT to section 149 of the Public Works Act 1928, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby consents to the Waitemata County Council stopping the portion of road described in the Schedule hereto.

PURSUANT to section 11 of the Housing Act 1955, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby orders and declares that the access way described in the Schedule hereto shall, on and after the date of this Order in Council, vest in the Mayor, Councillors, and Citizens of the City of Porirua and be under the control and management of the Porirua City Council.

Commission of Inquiry into Housing

ORDER IN COUNCIL

To all unto whom these presents shall come, and to:
ROBIN BRUNSKILL COOKE, Esquire, Q.C., of Wellington;
HILTON JAMES BARRETT, Esquire, O.B.E., of Auckland;
ALISTER MURRAY LINTON, Esquire, C.B.E., of Rotorua;
IAN BRAMPTON REYNOLDS, Esquire, of Auckland; and
JOHN DICK WALKER, Esquire, of Wellington:
GREETING:

WHEREAS it is considered expedient that inquiry should be made into the housing needs of the people of New Zealand:

Now, therefore, pursuant to the Commissions of Inquiry Act 1908, I, Sir Arthur Espie Porritt, Baronet, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby appoint you the said Robin Brunskill Cooke, Hilton James Barrett, Alister Murray Linton, Ian Brampton Reynolds, and John Dick Walker to be a Commission to inquire into and report upon—

(a) The facilities and resources required to be provided by Government departments and agencies and from other sources for the proper housing of the people of New Zealand:

(b) The working and adequacy of the existing law relating to or affecting housing:

(c) The necessity or expediency of promoting new or amending legislation to extend and improve the working of any existing law relating to or affecting housing or to make more adequate provision for the housing needs of the people of New Zealand:

(d) Such other matters as may be brought to the notice of the Commission or initiated by it as it may consider relevant to the matters referred to in paragraphs (a) to (c) hereof:

And in considering the aforesaid matters you are hereby directed to have regard to and consider, so far as they may be relevant to the said inquiry, the following matters:

(e) The objective of preserving and developing a high quality of social and cultural life within an attractive physical environment:

(f) Demographic trends (population growth by way of natural increase, immigration or temporary residence, size of family units, changing age distribution):

(g) Trends in levels and distribution of incomes:

(h) The investment resources likely to be available to the country and the competing demands on those resources.

(i) Demand—Housing aspirations and preferences of the community; probable trends in demand for varying types of sections and dwellings; the number of sections and dwellings required to house the population adequately.

(i) Supply—
(i) The Existing Housing Stock—Ways of making the most efficient use of the existing stock of dwellings, including conservation, rehabilitation, and redevelopment;
(ii) Land—The means of ensuring an adequate supply of land in the form required for housing purposes, while making effective use of existing subdivided sections and services;
(iii) The Building Industry—The capacity of the building industry efficiently to meet housing needs; its ability to meet changing demand in quantity and type of dwellings; the extent to which stability or flexibility of the industry should be promoted;
(iv) Finance—The extent to which funds from both public and private sources meet the demand for finance for sections and dwellings (including supply, purchase, and improvement), with particular reference to types and terms of loans and the requirements of various income groups, and the need to cater for desirable types of land titles:

(k) Standards and Costs—Standards and regulatory provisions of central and local Government, or other bodies and associations as they affect land subdivision, land use, and the construction and maintenance of dwellings. The relationship between standards and costs; the cost of differing types of housing in relation to income levels, with emphasis on ways and means of reducing, containing, or minimising costs, while maintaining desirable standards.

(l) Social Considerations—Questions relating to urban renewal, rural housing, migratory movements from country to town and from the Cook Islands, Niue, and the Tokelau Islands to New Zealand; changing requirements according to age and dependants; the desirability of policies leading to large suburban housing areas (particularly those tending towards a uniform range of housing or income groups); desirable amenities; the administration of new areas:

(m) Role of Private Sector, Local Government, and Central Government—The relative roles of the above sectors in the housing field:

And with the like advice and consent I hereby appoint you the said Robin Brunskill Cooke to be the Chairman of the said Commission:
