I, Victor Worth Thomas, Comptroller of Customs, give notice
that I have applied to the Indecent Publications Tribunal for a
decision as to whether the book

The Farm, by Clarence Cooper; published by “The New
English Library” Ltd., Barnard’s Inn, Holborn, London
E.C. 1'
is indecent or not, or for a decision as to its classification.

In the matter of the Indecent Publications Act 1963, and in the
matter of an application to the Tribunal by the Comptroller of
Customs for a decision in respect of the book Sexual Anomalies
and Perversions, Physical and Psychological Development,
Diagnosis and Treatment
, a summary of the works of the late
Professor Dr Magnus Hirschfield; edited by Norman Haire;
published by Encyclopaedic Press, London, 1966 (reprint of
second edition, 1952). First published 1938. New Zealand
price, $5.00.

DECISION OF THE TRIBUNAL

MAGNUS Hirschfield, it is claimed, planned this book as a
summary of the conclusions of his life's work: when he died
his pupils undertook to complete it. Dr. Haire, although not
involved at the time, was a pupil and later a collaborator of
Hirschfield's: he is responsible for this new edition of the
original work.

We agree with the publisher's note on the jacket: “A textbook suitable for students, psychologists, criminologists, probation officers, judges, educationists, and all adults.” We notice
without accepting the publisher's direction that “this book
should not be sold to anyone under 18 years of age”. It is
an authoritative, objective, and healthy presentation of the
matters dealt with; we think it should be available to all
citizens; we declare it to be not indecent.

Consenting to Raising of Loans by Certain Local Authorities

PURSUANT to section 3 of the Local Authorities Loans Act
1956 (as amended by section 3 (1) of the Local Authorities
Loans Amendment Act 1967), the undersigned Assistant Secretary
to the Treasury, acting under powers delegated to the
Secretary to the Treasury by the Minister of Finance, hereby
consents to the borrowing by the local authorities mentioned in
the Schedule hereto of the whole or any part of the respective
amounts specified in that Schedule.

The Controlled (Non-resident) Accounts Notice 1968—Amendment No. 10

Pursuant to the Exchange Control Regulations 1965, the
Reserve Bank of New Zealand hereby gives the following
notice.

NOTICE

  1. (a) This notice may be cited as the Controlled (Non-
    resident) Accounts Notice 1968, Amendment No. 10, and shall
    be read together with and deemed part of the Controlled
    (Non-resident) Accounts Notice 1968* (hereinafter referred to
    as the principal notice).

(b) This notice shall come into force on the 9th day of
October 1969.

  1. The Third Schedule of the principal notice is hereby
    amended by inserting the following name:

Reserve Bank of New Zealand

Pursuant to section 33 of the Reserve Bank of New Zealand
Act 1964, the Reserve Bank, acting with the approval of the
Minister of Finance, hereby gives notice that, as at the close
of business on 14 October 1969, and until further notice,
balances to be maintained in the Reserve Bank by each trading
bank shall be equal to an amount which, when added to that
bank's holdings of Reserve Bank notes as disclosed in that
bank's latest available weekly return of Banking Statistics under
the Statistics Act 1955, will be not less than the aggregate of:

8 percent of that bank's demand deposits in New Zealand
plus 3 percent of that bank's time deposits in New Zealand,
as shown in the last preceding monthly return furnished by
that bank in accordance with section 31 of the Reserve Bank
of New Zealand Act 1964.

Pursuant to subsection (3) of section 23 of the Standards Act
1965, notice is hereby given that the British standards, revisions,
and amendments listed in the Schedule hereto are being
considered for adoption as New Zealand standard specifications
or for endorsement as being suitable for use in New Zealand.
All persons who may be affected by them and who desire to
comment thereon may, on application, obtain copies on loan
from the Standards Association of New Zealand, Private Bag,
Wellington 1.

Requests should specify that copies are required for
comment purposes.

The closing date for the receipt of comment is 7 November
1969.
