RULE E.9 was amended to read:

E.9. Members of the Member Bodies' Committee resident or present in Wellington shall be an Executive Committee for the purpose of transacting urgent and routine business. A quorum of this Executive Committee shall consist of five members representing at least five member bodies.

RULE E.12 was added to read:

E.12. The Member Bodies' Committee shall report annually and its report or an abstract thereof shall be published as an appendix to the Annual Report of Council.

SECTION I—THE DUTIES OF OFFICERS AND EMPLOYEES.

RULE I.3 was amended to read:

I.3. The International Secretary shall be convenor of the Society's International Committee and an ex officio member of each national committee appointed by the Society. He shall be responsible to the Council for international liaison and for correspondence with academies of science or equivalent institutions overseas.

SECTION J—ENCOURAGEMENT OF RESEARCH

RULE J.VII. 10 was amended to read:

  1. Whenever possible the award shall be presented in some public manner.

RULES J.X. 1–16 were added to read:

J.X.—CAPTAIN JAMES COOK FELLOWSHIP AND FUND

The Captain James Cook Fellowship was established by the New Zealand Government in 1968 to commemorate the bicentenary of Captain Cook's first landing on the shores of New Zealand, on 9 October 1769. This continuing fellowship is designed to perpetuate Captain Cook's spirit of scientific inquiry and exploration in the New Zealand and south-west Pacific area. The fellowship shall be awarded and administered, and the fund shall be controlled in accordance with the following rules.

  1. The fund and fellowship, established by decision of the New Zealand Cabinet on 14 October 1968, shall be called "The Captain James Cook Fellowship Fund" and "The Captain James Cook Fellowship" respectively, and the fund shall consist of the moneys granted annually to the Society by the New Zealand Government.

  2. The fund shall be vested in the Society, and the Council shall have control of the said moneys.

  3. The Council shall pay from the said fund all disbursements, emoluments, and expenses legally incurred in carrying out the terms of the fellowship in accordance with these rules.

  4. The fund or such part thereof as is not currently required for disbursements, emoluments, and expenses of the fellowship shall be invested in securities proper for trust moneys and the interest arising from such investments shall be used for the furtherance of the objects of the fund after the payment of all expenses legally incurred by the Council in the investment and administration of the said fund.

  5. The fellowship shall be at senior level, tenable for 2 years but extendable to three, at any New Zealand university or research institution.

  6. The fellowship shall be awarded to carry out research within New Zealand or the south-west Pacific region in any appropriate field such as the following taken in their broadest sense or in any other relevant field:

anthropology
geophysics
biology
history
geography
medicine
geology
oceanography.

  1. Only one fellowship shall be held at any one time.

  2. The fellowship shall be open to New Zealand and overseas applicants.

  3. The fellow may be required to deliver a lecture or series of lectures on his research work at one or more centres in New Zealand during the tenure of the fellowship.

  4. The Selection Board shall consist of His Excellency the Governor-General of New Zealand, during his pleasure, as Chairman of the Board, and six persons, two each to be appointed by the Council of the Royal Society of New Zealand, the Vice-Chancellors Committee of the New Zealand Universities, and the National Research Advisory Council. The President of the Royal Society, as one of the Council's appointees, shall be Deputy Chairman of the Selection Board.

  5. The Selection Board shall:

(a) determine the manner, time, and places for the advertising of the fellowship,

(b) lay down the information it requires from applicants relating to qualifications, research experience, and proposed research project under the fellowship, and any other information it thinks fit,

(c) select the fellow it considers most worthy in all respects of fulfilling the purpose of the fellowship. No fellow shall be selected if in the opinion of the Selection Board no applicant is considered worthy of the fellowship, and

(d) notify the Council of the name and address of the fellow selected, together with such other information as will enable the Council to administer and supervise the fellow's activities during his tenure of the fellowship.

  1. The Council shall receive the fellow's reports of his activities during his tenure of the fellowship and shall transmit them to the Selection Board with any comments it thinks fit.

  2. The maximum payments that may be made to fellows are:

(a) Emolument equivalent to the maximum salary for an associate professor in New Zealand universities payable for the duration of the fellowship and in the case of a fellow from overseas during the period in New Zealand, plus a reasonable period to cover the duration of air travel to and from New Zealand.

(b) In the case of a fellow from overseas, a travel grant equivalent to economy air fare to and from New Zealand for the fellow, his wife, and dependent children under 16 years of age, plus an allowance for the transport of personal effects up to a maximum to be fixed by the Selection Board.

(c) For a fellow from overseas, motel accommodation for himself, his wife, and dependent children for a period of 2 weeks on arrival in New Zealand.

(d) Actual and reasonable travel and accommodation expenses incurred by the fellow within New Zealand and the south-west Pacific area whilst pursuing his research project under the fellowship.

(e) Actual and reasonable travel expenses incurred by the fellow to deliver the fellowship lecture or lectures at the designated centres in New Zealand.

(f) If a fellow is in a F.S.S.U. or similar superannuation scheme the payment of the employer's contribution on the existing policy, and the payment of a medical insurance premium if reciprocal social security does not apply.

  1. The Selection Board and the Council will assist the fellow in securing his acceptance by a university or research institution in New Zealand. The host university or research institution will be expected to provide the basic accommodation and facilities for the fellow's research project.

  2. A grant for special equipment and facilities required by the fellow solely for his research project shall be made available, but the amount of the grant shall not exceed one-seventh of the emolument payable during the term of the fellowship. The Selection Board and the Council in determining the amount of the grant will take cognisance of the anticipated travel and accommodation expenses to be incurred by the fellow whilst pursuing his research project (clause 13D). Normally the equipment purchased from the grant shall remain the property of the host institution but, in special circumstances, by prior arrangement, may become the property of the fellow.

  3. The fellowship shall be awarded on the following conditions:

(a) Every applicant shall supply to the Selection Board such information in support of his application as the Board may request.

(b) The fellow shall be attached to a university or research institution approved by the Selection Board.

(c) A fellowship may be terminated if the Council and the Selection Board cease to be satisfied that the fellow is complying with the conditions on which the fellowship is held. In such circumstances the Council shall pay the return fares of the fellow, his wife, and children to the country of origin.

(d) Every fellow will be expected to bring his research project to a stage where results can be published and shall publish them during the fellowship or within a specified time thereafter, and such publications shall acknowledge the assistance received from the fellowship.

(e) Every fellow shall furnish to the Council such written reports on the progress of his research project as may be laid down by the Selection Board and, before the completion of his fellowship, shall furnish the Council with a written report covering the research project undertaken during the tenure of his fellowship.

(f) Except with the consent of the Board, a fellow shall not, during the tenure of his fellowship, engage in any work or occupation other than the research project for which the fellowship was awarded or accept any other remuneration.
