Tariff and Development Board Notice No. 80—Inquiry into Import Duties and Import Licensing Affecting Various Goods
- Following the receipt by the Minister of Industries and Commerce of reports from the Emergency Protection Authority, pursuant to section 10D of the Tariff and Development Board Act 1961, the Government has accepted the recommendation of the Authority that urgent action is necessary in relation to the importation of the goods enumerated in the Schedules to this notice and has taken the temporary measures described in those Schedules.
- In accordance with section 10E of the Tariff and Development Board Act 1961, the Minister of Industries and Commerce has referred to the Board for inquiry and report the questions set forth in the Schedules to this notice.
- Interested parties are requested to forward to the Board such evidence as they would propose to tender during a public inquiry into any of the matters set forth in the Schedules. Persons tendering evidence should comply with the “Notes for Guidance of Witnesses”, which have been prepared by the Board and of which copies may be obtained from the under-named.
- Twelve copies of a typewritten statement of the evidence to be tendered should be lodged with the under-named not later than 24 February 1969.
- To the extent that, on the basis of the evidence submitted, public inquiries are found to be necessary, it is intended to conduct them on dates to be notified, but not earlier than approximately 1 month after 24 February 1969.

SCHEDULE A
Bandsaw blades and toothed bandsaw blading exceeding 4 in. in width, for wood sawing, classified in Tariff item 82.02.09, which reads as follows:

Rates of duty are:
British Preferential Free
M.F.N. 17½%
General 30%
Temporary measure taken on 15th November 1968:
Additional duty of 10 percent on imports from all sources.
Terms of reference to Board:
To inquire into and report whether it considers any new or increased duty (relative to the duties and exemptions from duty in force prior to 15 November 1968) is necessary in respect of these goods.
SCHEDULE B
Artificial teeth, classified in Tariff item 90.19.25, which reads as follows:
Artificial parts of the body:
90.19.25 Teeth
Rates of duty are:
British Preferential Free
M.F.N. 10%
General 12½%
Temporary measures taken:
Artificial teeth to be excluded from the proposed exemption relating to (import licensing) item code 90.205, and given a basic allocation of 115 percent of the imports of artificial teeth in the 1967–68 licensing period.
Terms of reference to Board:
To inquire into and report whether any new or increased duty is necessary in respect of these goods, and to include import licensing as affecting these goods in its inquiry.
SCHEDULE C
Industrial soft-faced hammers, classified in Tariff item 82.04.01, which reads as follows:
Hand tools:
82.04.01 Hammers.
Rates of duty are:
British Preferential Free
M.F.N. 17½%
General 30%
Temporary measure taken:
Industrial soft-faced hammers to be excluded from the proposed import licensing exemption relating to item code 73.380, and an allocation of 100 percent of imports in the 1967–68 licensing period provided for these goods.
Terms of reference to Board:
To inquire into and report whether any new or increased duty is necessary in respect of these goods, and to include import licensing as affecting these goods in its inquiry.
SCHEDULE D
Spades, classified in Tariff items 82.01.01 and 82.01.02, which read as follows:
Spades, shovels, picks, hoes, forks and rakes:
82.01.01 As may be determined by the Minister.
82.01.02 Other.
Rates of duty are:

Temporary measure taken on 21 November 1968:
(i) Ministerial determination classifying spades of pressed or stamped metal in Tariff item 82.01.01 with the following rates of duty:
Australia Free
British Preferential 20%
General 45%
(ii) Import licence allocation of 115 percent of imports under 1967–68 licences to be provided for spades of pressed or stamped metal.
Terms of reference to Board:
(a) To inquire into and report whether any new or increased duty (relative to the duties and exemptions from duty in force prior to 21 November 1968) and/or change in import licence allocations is necessary in respect of spades of pressed or stamped metal.
(b) To include within the scope of its inquiry all types of spades classified in Tariff items 82.01.01 and 82.01.02.
SCHEDULE E
Armoured suction and delivery hose of internal diameters up to 6 in., suited for the conveyance of oil products, classified in Tariff item 59.15.09, which reads as follows:
Textile hosepiping and similar tubing, with or without lining, armour or accessories of other materials:
59.15.01 With couplings or other fittings attached.
59.15.09 Other.
