Appointment of Committee of Inquiry, Under Section 5 of the Transport Act 1962, to Inquire Into Urban Passenger Transport

  1. Pursuant to section 5 of the Transport Act 1962, the Minister of Transport hereby appoints the persons described in the Schedule hereto as a Committee of Inquiry to examine and advise on urban passenger transport in New Zealand.

  2. The Committee shall be called the Committee of Inquiry into Urban Passenger Transport.

  3. The Committee shall inquire into and recommend to Government what standard of public transport is necessary to meet the reasonable needs of balanced and efficient passenger transport systems by all forms of transport for urban communities in New Zealand; and shall consider and report upon the financial and organisational arrangements necessary to achieve such standards, having particular regard to the following matters:

(i) What steps should be taken to ensure sufficient patronage of private and publicly-owned passenger services to promote an economical means of public transport in urban communities?

(ii) As a part of such steps, what special financial measures may be necessary to assist public and private operators of urban passenger services to adequately meet their reasonable capital requirements and to operate economically?

(iii) What levels of service are required to ensure a reasonable balance between public and private transport in large, medium, and small communities; and what further provision should be made for the proper integration of public passenger transport with town planning in New Zealand?

(iv) What changes, if any, are necessary in present methods of organisation and operation of urban public passenger services to secure, inter alia, their future sound management and better co-ordination; and what scope there is for the operation of these services by or under contract to a territorial local authority or authorities, or any other public body?

(v) Any other matters considered relevant to this inquiry.

  1. The Committee is authorised to

(i) hold public meetings at which evidence can be presented;

(ii) hold closed sessions at which evidence of a confidential nature can be heard; and

(iii) request reports and other information from Government departments and other interested parties.

  1. (1) All meetings and hearings of the Committee shall be held at such times and places as the Committee or the Chairman from time to time appoints.

(2) At any such meeting or hearing the Deputy Chairman may preside in the absence of the Chairman; and, in the absence of both the Chairman and Deputy Chairman, a member appointed by the Chairman may act in his stead.

(3) At any such meeting or hearing three members of the Committee shall constitute a quorum.

(4) Subject to the provisions of this clause, the Committee may regulate its procedure in such manner as it thinks fit.

  1. The Committee shall submit its report and recommendations to the Government by 30 September 1969.
