WANGANUI COUNTY COUNCIL
DECLARING AREA FOR WATER SKIING
PURSUANT to a resolution of the Wanganui County Council,
dated 11 November 1968, and an Order in Council dated
27th May 1968, granting the Wanganui County Council control
of the waters described, the Council hereby declares that, for
5 years from 1st December 1968, or any day from the 1st
day of October in one year to the 31st day of March or
Easter Monday, whichever is the later, in the following year,
between the hours of 9 a.m. and 6 p.m., subject to compliance
with the conditions set out in the First Schedule hereto:
(a) the area of water firstly described in the Second
Schedule hereto shall be an access lane, and within
such access lane regulations 11 and 12 of the Motor
Launch Regulations 1962 shall not apply, and
(b) within the area of water secondly described in the Second
Schedule hereto regulations 11 and 12 of the Motor
Launch Regulations 1962 shall not apply.
FIRST SCHEDULE
- The area firstly described in the Second Schedule hereto
shall be marked as follows:
(1) Brightly painted marker buoys shall be moored at the
outer end of each boundary line;
(2) (a) At the edge of the lake, at normal lake level, at
the end of each boundary line, there shall be placed a notice
board measuring not less than 2 ft 6 in. by 2 ft, painted white
with black letters;
(b) The aforesaid notice boards shall contain the following
notice—
"NOTICE
MOTOR LAUNCH REGULATIONS 1962
Within this buoyed lane motor launches and water skiers
may travel at speeds greater than 5 miles an hour.
Bathers Keep Out" - Each of the boundaries outlined in paragraphs (a) and
(b) of the area secondly described in the Second Schedule
shall be marked as follows:
(1) Brightly painted marker buoys shall be moored, one on
each side of the lake 1 chain from the edge of the water,
and one between these two, equidistant from them;
(2) (a) At the edge of the water, at normal lake level,
at each end of each boundary line, there shall be placed a
notice board measuring not less than 2 ft 6 in. by 2 ft, painted
white with black letters,
(b) The aforesaid notice boards shall contain the follow-
ing notice—
"NOTICE
MOTOR LAUNCH REGULATIONS 1962
No water skiing past this point"
SECOND SCHEDULE
Firstly—All that area of water in Lake Wiritoa bounded on
the sides by parallel lines 110 yd apart, extending 1 chain
from the edge of the water in a south-easterly direction with
the south-western boundary in transit with the south-western
side of the easternmost pump house situate at the end of the
approach road to the lake.
Secondly—All the remaining waters of Lake Wiritoa within
the following boundaries:
(a) North-eastward of a line drawn in an east-south-east
direction running from the western boundary to the
eastern boundary of the lake, distant 100 yd from the
edge of the water of the southern shore of the lake;
(b) South-westward of a line running in a north-south
direction from the northern boundary to the south-
ern boundary of the lake commencing at a point
distant 8 chains eastward from the lake end of the
boundary fence between the properties of J. C.
Wilkie and the Campbell Estate;
(c) One chain from the edge of the waters of the lake
contained within the boundaries (a) and (b) above.

CHRISTCHURCH TRANSPORT BOARD
SPECIAL ORDER
Christchurch Transport Board No. 54 Development and
Improvement Loan 1968—$1,500,000
In pursuance and exercise of the powers conferred on it by
the Local Authorities Loans Act 1956, and all other powers
it enabling, the Christchurch Transport Board hereby resolves,
by way of special order: - That the said Board authorises the raising of a loan of
$1,500,000 (one million, five hundred thousand dollars) for
the purpose of constructing administration offices and office
space for letting. - That the term for which the said loan or any part thereof
may be borrowed shall be 30 years. - That the rate of interest that may be paid in respect of
the said loan or any part thereof shall be such as shall not
produce to the lender or lenders a rate or rates exceeding
five and three-quarters percent per annum. - That the said loan or any part thereof, together with
interest thereon, shall be repaid by equal aggregate annual
or half-yearly instalments extending over the term of 30 years. - That the payment of all such instalments shall be made
in New Zealand, and no such instalments shall be paid out of
loan money. - That the security for the repayment of the said loan and
the interest thereon shall be a special rate. - That, for the purpose of providing the annual charges
on a loan of $1,500,000 authorised to be raised by the Christ-
church Transport Board under the Local Authorities Loans
Act 1956 for the purpose of constructing administration offices
and office space for letting, the said Christchurch Transport
Board hereby makes a special rate of 0.019938 of a cent in
the dollar upon the capital value of all rateable property in
the Christchurch transport district, as defined by the Christ-
church Tramway District Act 1920, as amended by the Christ-
church Tramway District Amendment Act 1932–33, the Christ-
church Tramway District Amendment Act 1960, and the
Christchurch Tramway District Amendment Act 1966, and
that such special rate shall be an annual-recurring rate during
the currency of the loan, being a period of 30 years, or until
the loan is fully paid off. - That the said Board hereby directs that the said special
rate be levied and collected by the Christchurch City Council,
the Riccarton Borough Council, and the Waimairi, Heathcote,
and Paparua County Councils respectively, within their re-
spective districts; and that the said rate be payable in one
sum on the day respectively appointed by the said local
authorities for the payment of rates for their respective
districts. - That the Christchurch Transport Board hereby resolves
to appropriate and pledge the said special rate of 0.019938 of
a cent in the dollar to secure the repayment of the said loan
and interest thereon until the loan is fully repaid.
The foregoing special order was passed at a meeting of the
Christchurch Transport Board held on 26 August 1968, and
was confirmed on 30 September 1968.

WAIPAWA COUNTY COUNCIL
MANAGING RATEPAYERS OF THE LINDSAY WATER RACE
PURSUANT to section 61 of the Counties Amendment Act 1961,
the Waipawa County Council hereby resolves, by way of
special order to appoint the following persons to be man-
aging ratepayers of the Lindsay Water Race, who shall exer-
cise all functions and powers conferred on Council by the
said Act and its amendments, except the power of (a) alter-
ing the race, (b) controlling the accounts, and (c) striking
rates.
