Indemnification of Refugees
THE Minister of External Affairs has been informed that the Government of the Federal Republic of Germany has undertaken to put at his disposal a further amount of DM3,500,000, to assist persons persecuted under the national-socialist regime by reason of their nationality. This assistance is intended for those national persecutees who, because they were not refugees on 1 October 1953, did not qualify under the UNHCR Indemnification Fund established in 1961.
A supplementary UNHCR Indemnification Fund has been set up, from which payments may be made to national persecutees who were detained in concentration camps, prisons, or similar places of detention for at least three months, as well as to the surviving dependants of national persecutees who have died as a result of national-socialist persecution, if the applicants either:
(a) as refugees within the meaning of the Geneva Convention relating to the Status of Refugees, acquired a new nationality after the end of persecution but before 1 October 1953, or
(b) became refugees within the meaning of that Convention after 1 October 1953 but not later than 31 December 1965.
Persons who consider that they meet these criteria should submit applications to:

not later than 30 September 1967. Everybody wishing to benefit from the Supplementary Fund must submit a new application. Applications previously submitted to any other authority, or to the High Commissioner’s first Indemnification Fund, do not meet this requirement. Application forms are obtainable from:

Persons who have not suffered damage of the type described above are requested in their own interest and in the interest of a speedy distribution of the Fund to refrain from making application. The Fund is intended for persons who suffered loss of liberty or life for belonging to certain ethnic groups who, as such, were exposed to persecution under the national-socialist regime. It is not intended for persons having suffered other kinds of damage such as damage to health, forced labour or detention in prisoner-of-war camps, nor for persons persecuted for reasons other than their nationality, such as race or religion.
Payments will be made only to those who have not received indemnification from any other source, with the exception of persons who submitted claims to the Bundesverwaltungsamt in Cologne, Germany, in respect of persisting injury to body or health under Article VI, Paragraph 4, of the German Final Law on Indemnification. These persons may still apply to the Supplementary UNHCR Indemnification Fund in respect of loss of liberty or life and should, where applicable, pursue each application with the office dealing with it.

(a) The quality, range, supply, etc., of the above-described goods produced in New Zealand; and
(b) The landed cost and selling price, including c.d.v., and cost into store in terms of f.o.b., insurance, freight, exchange, other landing charges, duty, etc., of equivalent goods of overseas origin.
