Tariff Notice No. 1966/28—Review of Former Tariff Concessions
DECISIONS in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule I hereto, are to be reviewed.
Persons desiring, or objecting to, the admission of any of these goods under Part II of the Tariff now in force should lodge submissions in writing on or before 5 May 1966.
Submissions, headed “448 Review”, should be prepared separately for each of the decisions listed, and addressed to the Comptroller of Customs, Private Bag, Wellington, supported by information as to:
(a) Full details of composition and nature of the goods;
(b) Purpose for which they are to be used;
(c) Quantity and frequency of importation (in terms of actual annual requirements);
(d) Usual source of supply;
N.B. Where goods are not of Commonwealth origin, information as to availability from Commonwealth sources should be supplied;
(e) Availability (in terms of quantity, range, supply, etc.) of suitably equivalent goods of New Zealand production or manufacture.
Failure to supply information under all or any of the foregoing headings may prejudice consideration of the submissions.
Decisions in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule II hereto, are revoked with effect from 5 May 1966. (The rates of duty for these goods under Part I of the Tariff now in force are the same or lower than the rates under item 448 of the former Tariff).

Powder puffs—
Ribbon of approved qualities declared by a manufacturer for use by him only in making powder puffs
Premix, a chemical mixture used in making casein glue
Printers’, stationers’, and bookbinders’—
Calendars, showcards, and advertising material—*
Binding strips of metal
Clips, metal, for binding block calendars
Hangers, cloth, being small shaped pieces of paper cloth or linen with metal eyelets fixed therein
Hangers, metal
Hangers, paper, being small shaped pieces of gummed paper with eyes punched therein
Staple rings for calendars
Cards, rectangular, plain, or shallow perforated, coated with magnetic strips, on declaration by a manufacturer for use by him only in making printed ledger cards
Cores, wooden, for adding machine and similar paper rolls, declared by a manufacturer for use by him only in making paper rolls
Fabric or paper, coated on both sides with adhesive, specially suited for use by printers in mounting stereos, electros, etc.

Lassoband, Duplofix, Duplotex
Metal fittings, as may be approved, for the manufacture of stationery files which will otherwise be completely manufactured in New Zealand

Cheque paper, chemically sensitised, in rolls less than 10 inches wide
Counter check book paper of approved qualities, declared by a manufacturer for use by him only in making counter check books
The term “counter check books” refers to books of types used by retailers for recording and checking cash or credit sales over the counter. Invoices in book or roll form are not regarded as counter check books
Globular embossed paper, printed or unprinted, of approved qualities.
Kraft paper, plastic coated, declared by a manufacturer for use by him only in making paper bags
Manila paper declared by a manufacturer for use by him only as a bookbinders’ lining
Manila paper, envelope, machine finished (unglazed), and envelope manila paper glazed on one side only, imported in rolls, or in the flat in counts of 500–510 per ream, of approved qualities, declared by a manufacturer for use by him only in making envelopes
(Paper seed pockets without flaps are not regarded as envelopes for the purpose of this decision)
Marble paper
Paper bearing the water-mark of a bank, in rolls less than 10 inches wide, declared by a manufacturer for use by him only in printing cheque forms
Paper, gummed, in sheets of size less than 20 inches by 15 inches, declared by a manufacturer for use by him only in making postage stamps
Paper of approved qualities, in rolls not exceeding 10 inches in width, self-adhesive, on declaration by a printer for use by him only in making printed self-adhesive labels
Paper of kinds which would otherwise be classed under Tariff item 300 (2) (b) or (d) declared by a manufacturer for use by him only in making envelopes. (Paper seed pockets without flaps are not regarded as envelopes for the purpose of this decision)
Paper, printed, declared by a manufacturer for use by him only in the manufacture of printed box boards
Paper, printed with an all-over pattern, declared by a bookbinder for use by him only for bookbinding
Safety cheque paper, being chemically sensitised paper having an all-over lithographed design, but not otherwise printed
Sulphite paper, machine finished, in rolls exceeding 10 inches in width, on declaration by a manufacturer for use by him only in making gummed teleprinter tape
Tissue paper, embossed damask, of approved qualities, declared by a manufacturer for use by him only in making paper serviettes
Transfer marbling paper
Transfer paper, Decalcomania, declared for use in making transfers for goods made in New Zealand
Waxing paper of approved qualities, declared by a manufacturer for use by him only in making waxed paper
Wipe-off paper in rolls exceeding 2 inches in width, declared for use only on embossing and printing machines
Pens—
Fittings of metal, as may be approved, on declaration by a manufacturer for use by him only in the manufacture of ball point pens and refills

Clips and holding studs therefor

Rings
Pictures—
Pictures of approved descriptions declared by a manufacturer for use by him only in making jigsaw puzzles or children’s blocks
Pictures, unmounted, declared by a manufacturer for use by him solely in making Christmas and other commemorative and greeting cards
Note—Pictures having letterpress thereon other than the title of the picture and the name of the artist will not be admitted under this decision
Pictures, unmounted, of approved descriptions, whether or not having attached thereto and forming part thereof artificial animals or other objects (or representations thereof), declared by a manufacturer of confectionery boxes, fancy boxes, Christmas stockings, Christmas crackers, printed books, writing pads, postcard albums, or similar articles, for use by him only in making such articles
Note—Pictures having letterpress thereon, other than the title of the picture and the name of the artist, are not to be admitted under this decision
Pictures, unmounted, of approved descriptions, whether or not having attached thereto and forming part thereof artificial animals or other objects (or representations thereof) declared by a manufacturer of calendars and showcards for use by him only in making calendars or showcards which otherwise will be completely made in New Zealand (including the making of any date pads or other attachments of paper or cardboard) from paper and/or cardboard in ordinary commercial condition and large sizes as usually purchased by manufacturing stationers
Note—Pictures having letterpress thereon, other than the title of the picture and the name of the artist, are not to be admitted under this decision
Printed paper wrappers of approved types declared by a manufacturer for use by him only in making Christmas crackers
Propylene glycol declared by a manufacturer for use by him only for approved industrial purposes
Approved—
