Tariff Notice No. 1966/19—Applications for Approval

NOTICE is hereby given that applications have been made for the approval of rates of duty by the Minister of Customs as follows:

Any person wishing to lodge an objection to the granting of these applications should do so in writing on or before 31 March 1966. Submissions should include a reference to the application number, Tariff item, and description of goods concerned, be addressed to the Controller of Customs, Private Bag, Wellington, and supported by information as to:

(a) The range of equivalent goods manufactured locally;
(b) The proportions of New Zealand and imported materials used in manufacture;
(c) Present and potential output; and
(d) Details of factory cost in terms of materials, labour, overhead, etc.

Tariff Notice No. 1966/20—Review of Former Tariff Concessions

DECISIONS in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule I hereto, are to be reviewed.

Persons desiring, or objecting to, the admission of any of these goods under Part II of the Tariff now in force should lodge submissions in writing on or before 31 March 1966.

Submissions, headed “448 Review”, should be prepared separately for each of the decisions listed, and addressed to the Comptroller of Customs, Private Bag, Wellington, supported by information as to:

(a) Full details of composition and nature of the goods;
(b) Purpose for which they are to be used;
(c) Quantity and frequency of importation (in terms of actual annual requirements);
(d) Usual source of supply;
(N.B. Where goods are not of Commonwealth origin, information as to availability from Commonwealth sources should be supplied);
(e) Availability (in terms of quantity, range, supply, etc.) of suitably equivalent goods of New Zealand production or manufacture.

Failure to supply information under all or any of the foregoing headings may prejudice consideration of the submissions.

Decisions in respect of goods approved by the Minister of Customs under item 448 of the former Tariff as set out in Schedule II hereto, are revoked with effect from 31 March 1966. (The rates of duty for these goods under Part I of the Tariff now in force are the same or lower than the rates under item 448 of the former Tariff).

Padding, cotton or hessian backed, Andpre patent, made up from strips of padding sewn to a backing of hessian or cotton

Paints—
Catalysts and stabilisers for use with synthetic resins in the manufacture of paints
Nuade, Nuact and Nuomix pastes
Nuodex Cobalt 254
Stabiliser A.5 and D.22
V.1691 varnish plasticiser
Pandurol mould growth inhibitors

Paper making—
Bleaching agents specially suited for bleaching paper
Chemicals declared by a manufacturer for use by him solely for making sensitised surfaces
Copaco splicing film for joining broken reels of paper during manufacture
Nopco E.S.I. paper coating compound

Paper of approved qualities, declared by a manufacturer for use by him only in making toilet paper
Paper, tissue, uncoated, on declaration by a manufacturer for use by him in making stencils
Rosin size, a liquid glaze
Patches being pieces of rubberised fabric, bevelled or otherwise shaped, and whether or not coated with adhesive, specially made for repairing fire hose

Patterns or Templates—
Letters or figures, metal, for making patterns or castings declared (a) by a manufacturer for use by him only for such purposes or (b) by an importer that they will be sold by him only to manufacturers for use by them only for such purposes
Manila paper declared by a manufacturer for use by him only in making patterns for shoes
Paper printed with an all-over design (such as + and —) for use by clothing manufacturers in making patterns
Patterns for apparel on declaration by a manufacturer that they will be used by him only as designs for the manufacture of patterns for apparel

Pectin, apple or citrus, when declared by a manufacturer for use by him only in making jams, jellies, cordials, aerated waters or ice cream topping
Pectin, powdered, when declared by a manufacturer for use by him only in making liquid pectin

Pectinol A and M
Pectinols 5-B, RA-5, 10-M, 100-D, R-10, and 59-L
Pentaerythritol

Perambulators—
Cane matting
Fringe edging when cut into lengths not exceeding 50 in. and declared by a manufacturer for use by him only for perambulator trimming
Stampings, iron, raw and not built up, specially suited for making perambulators

Permasan WR (Monsanto)

Petroleum jelly declared by a manufacturer for use by him only for—
(1) Rope batching
(2) Making rubber goods

Petroleum jelly imported in bulk when declared by a manufacturer—
(a) for use by him only in making veterinary medicines compounded in accordance with approved formulae and (b) that the veterinary medicines so compounded will not be repacked into packages of a less net weight than ½ lb
(The label affixed to any retail package containing petroleum jelly medicated in accordance with the above decision, shall contain the following words in bold sans serif capital letters of not less than 8 points full face measurement MEDICATED PETROLEUM JELLY FOR VETERINARY USE ONLY)
