(i) The likely progressive growth of demand for port transport at each port during the next 20 years;
(ii) The existing and proposed internal transport facilities for the movement of goods to and from ports, whether by road, rail, air, or by transhipment, and the proper functions of each of these systems of internal transport in relation to ports transport; and
(iii) The access facilities at each port and the type or types of internal transport considered suitable or efficient for the servicing of particular cargoes at a port.

(d) The manner in which arrangements should be made to give effect to the recommendations of the Commission, including the organisation, if any, which should be set up specially for this purpose.

(e) Proposals for the introduction of two-port discharging and loading of overseas vessels, including consideration of the needs of shipping lines serving New Zealand, the possible effects on deliveries to overseas markets, and the internal transport costs associated with the adoption of these proposals.

(f) The desirability of alterations in the present methods of approving capital expenditures for port development works.

(g) The desirability of, and proposed methods for, promoting the usage of pallet, container, or other unit systems of cargo handling and of special port cargo-handling plant including all-weather loaders, bulk-handling plant, etc.

(h) Such other matters as may from time to time be notified to the Commission by the Minister of Transport.

(i) Any other matters that the Commission considers relevant to the inquiry.

  1. (1) Meetings of the Commission shall be held at such times and places as the Commission or the Chairman from time to time appoints.

(2) At any meeting of the Commission the Chairman, or a member appointed by the Chairman to act in his stead, and one other member shall form a quorum.

(3) Subject to the provisions of this clause, the Commission may regulate its procedure in such manner as it thinks fit.

  1. The Commission shall from time to time make reports on the results of its inquiry into and examination of the following particular matters and to issue these reports from time to time either before or after completion of its inquiry into and examination of these matters:

(a) The adequacy and economy of existing systems of ports transport and associated internal transport, and proposals for better organisation, efficiency, and coordination of these systems;

(b) Methods by which overall costs of cargo handling by ports transport may be reduced, in particular where those costs involve payments from overseas funds;

(c) The effects of the greater adoption of cargo handling by means of pallet, container, or other unit systems, and the development of special all-weather, bulk-handling, or other mechanical cargo-handling equipment for ports transport; and

(d) Such other particular matters as may from time to time be notified to the Commission by the Minister of Transport.

  1. The Commission shall from time to time submit its reports and recommendations to the Minister of Transport.
