Termination of Commission

The commission of Flying Officer Douglas Campbell McInnes (134217) is terminated, with effect from 12 June 1965.

Retirement

Flying Officer Digby Desire Burdett, A.F.C. (131368), is retired, with effect from 19 July 1965.

PURSUANT to section 3 (2) (c) of the Tobacco-growing Industry Act 1935, His Excellency the Administrator of the Government has been pleased to reappoint

to be members of the Tobacco Board as manufacturers’ representatives, both of whom retire on 31 July 1965 in pursuance of section 4 (3) of the above Act (as substituted by section 5 of the Tobacco-growing Industry Amendment Act 1951).

Appointment of Commission Under Section 5 of the Transport Act 1962 to Inquire into the Movement of Import and Export Goods

  1. Pursuant to section 5 of the Transport Act 1962, the Minister of Transport hereby appoints the persons described in the Schedule hereto as a Commission to inquire into and advise on the efficient and economic movement and handling of export and import goods to and from and through ports with particular reference to the present adequacy and future development and requirements of ports and their associated internal and sea transport.

  2. The Commission shall be called the Transport Commission.

  3. The Commission shall generally have regard to—

(a) The likely progressive growth of demand for ports transport during the next 20 years in relation to:

(i) The existing and potential primary production for export including consideration of the present and proposed location of primary produce processing plants and of cool storage and other export storage whether at ports or otherwise;

(ii) The location of existing and proposed industrial plants, including those in the pulp and paper, steel, aluminium, fertiliser, and other industries;

(iii) The existing and potential import cargoes including consideration of the requirements of national development, industrial raw materials, and private consumer goods and of present and proposed goods storage at ports or controlled by port authorities;

(iv) The present or proposed ports scheduling of ships which may result in fewer ports of call per voyage but larger port cargo loadings or unloadings per ship; and

(v) The existing and potential movements of cargo between ports by coastal shipping.

(b) The development of ports, including the priority of development between ports, in the national interest, and a specification of the main developments required at each port, by reference to:

(i) The likely progressive growth of demand for port transport at each port during the next 20 years; and

(ii) The existing or proposed berthage, storage (whether in transit sheds or on wharves, or adjacent areas), mechanical handling equipment, access (whether by road or by rail), and cargo marshalling space.

(c) The development of internal transport facilities to ensure that goods for port transport will flow smoothly and efficiently to and from ports, by reference to;
