Tariff Notice No. 1965/2—Review of Former Tariff Concessions


DECISIONS in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule I hereto, are to be reviewed.

Persons desiring, or objecting to, the admission of any of these goods under Part III of the Tariff now in force should lodge submissions in writing on or before 18 February 1965. Submissions, headed “448 Review”, should be prepared separately for each of the decisions listed, and addressed to the Comptroller of Customs, Private Bag, Wellington, supported by information as to:

(a) Full details of composition and nature of the goods;
(b) Purpose for which they are to be used;
(c) Quantity and frequency of importation (in terms of actual annual requirements);
(d) Usual source of supply;

N.B.—Where goods are not of Commonwealth origin, information as to availability from Commonwealth sources should be supplied;
(e) Availability (in terms of quantity, range, supply, etc.) of suitably equivalent goods of New Zealand production or manufacture.

Failure to supply information under all or any of the foregoing headings may prejudice consideration of the submissions.

Decisions in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule II hereto, are revoked with effect from 18 February 1965. (The rates of duty for these goods under Part I of the Tariff now in force are the same or lower than the rates under item 448 of the former Tariff.)

Apparel (continued)—
Fasteners—
Cord, cotton, of approved qualities, when declared by a manufacturer for use by him only in making slide fasteners
Cotton closures, consisting of two strips of narrow webbing in the piece with buttons at intervals on one strip and buttonholes in corresponding positions on the other
Velcro closure strip
Fittings, miscellaneous—
(Fittings (except belt clasps) of metal other than precious metal, plain and unornamental, specially suited for making apparel (Metal fasteners for apparel, Lift-the-Dot, turnbutton, and similar types, covered by the above decision, are considered to be fasteners other than in combination with wood and metal threaded screws. The latter are covered by Tariff item 387—Fasteners)
Rings not exceeding ½ in. in diameter, for use in making brassieres

Gloves—
Astrakhan fabric, knitted imitation, containing wool, declared by a manufacturer for use by him only in the manufacture of gloves
Fur plush declared by a manufacturer for use by him only in the manufacture of gloves
Glove leathers of approved descriptions and under prescribed conditions
Approved—
Glove leather on declaration by a manufacturer for use by him only in making dress gloves.
Loops composed of plastic tubing and elastic, specially suited for making neckties
Neoprene foam rubber sheeting, on declaration by a manufacturer for use by him only in making diving suits
Rubber strip on declaration by a manufacturer for use by him only in making underwear
Stiffeners, plastic, for use in making bow ties
Tape, stay, being strips of union (linen and cotton) material cut on the straight and not exceeding 2 in. in width
Tassels declared by a manufacturer for use by him only in making girdles for dressing gowns
Textile piece goods—
Beige cloth of wool and cotton, the invoice price of which does not exceed 2s. 1d. per square yard, declared by a manufacturer for use by him only in making underwear
Fabrics composed of layers of textile piece goods of kinds admissible under Tariff item 180, or under Tariff item 168 (1) (including such fabrics laminated with matted fibres), cemented or stitched together, on declaration by a manufacturer for use by him only in making corsets or brassieres
Textile piece goods containing wool, declared by a manufacturer for use by him only in making neckties
Textile piece goods, even if containing wool, declared by a manufacturer for use by him only for making clerical vestments
Trimmings, textile (other than lace), declared by a manufacturer for use by him only in making apparel
Uniforms and regalia—
Badges and crests declared by a manufacturer for use by him only in making highland uniforms
Badges, metal, for uniforms, caps and collars
Badges, rank, of gilt and enamel
Braid, plain khaki feather stitch, for making military chevrons
Emblems, metal, being finished stampings or castings for regalia
Epaulettes, metal
Fittings, metal, for military and fire brigade helmets
Letters and figures, metal, suited for use in making uniforms
Motifs, embroidered, declared by a manufacturer for use by him only in making clerical vestments
Purl and passing, gold or silver
War ribbon bars
The following articles declared by a manufacturer for use by him only in making regalia or clerical vestments
Braid or lace, gold or silver
Bullion fringe and tassels
Buttons, tinselled
Cords, tying, tasselled
Cords, including gold and silver cords
Fringe, twisted
Galloons having woven therein jacquard representations of religious emblems
Gimp, gold or silver
Ribbon
Spangles, being small metal discs with a hole in the centre
Tassels of any material
Threads, embroidery, including gold and silver threads
Whalebone including fabric covered whalebone, and imitation whalebone
Yarns of wool, or containing wool, declared by a manufacturer for use by him only in making stump stocks
Arquads (quaternary ammonium salts)
Asphalt and bitumen—
Asphalt of approved qualities, declared by a manufacturer for use by him only in making coal briquettes
Preparations as approved, specially suited for preventing the freezing of bitumen emulsions
Rosin size, produced by the saponification of rosin with caustic soda, declared for use only in making emulsified asphalt and bitumen
