SPRINGSTON RIDING
ALL that area in the County of Ellesmere, Canterbury Land District, bounded by a line commencing at a point in the middle of the Selwyn River in line with the western boundary of Lot 1, D.P. 10260, Block XII, Leeston Survey District, and proceeding north-westerly generally along the middle of that river to the middle of the South Island Main Trunk Railway; thence north-easterly along the middle of that railway to a point in line with the middle line of the Main South Road fronting Rural Sections 4877, 4627, and 4434, Block XV, Rolleston Survey District; thence north-easterly to and along that middle line, south-easterly generally to and along the middle lines of Weedons Road and Boundary Road, southerly to and along the middle line of Springs Road, westerly to and along the middle line of Collins Road, southerly generally to and along the middle lines of Tramway Road and Curries Road to the middle line of Pannetts Road; thence westerly along that middle line to a point in line with the western boundary of Lot 1, D.P. 10260; thence southerly to and along that boundary and its production to the point of commencement.
GREENPARK RIDING
ALL that area in the County of Ellesmere, Canterbury Land District, bounded by a line commencing at a point in the middle of the mouth of the Selwyn River on the northern shore of Lake Ellesmere, Block XVI, Leeston Survey District, and proceeding north-westerly along the middle of the Selwyn River to a point in line with the western boundary of Lot 1, D.P. 10260; thence northerly to and along that boundary and its production to the middle line of Pannetts Road; thence easterly along that middle line, northerly generally to and along the middle lines of Curries Road and Tramway Road, easterly to and along the middle line of Collins Road, northerly to and along the middle line of Springs Road to the middle line of Boundary Road; thence south-easterly along the middle line of the last-mentioned road and its production to the middle line of Prebbleton-Lincoln Road; thence south-westerly along the middle lines of that road and James Street, south-easterly generally to and along the middle lines of Edward Street and Lincoln Tai Tapu Road and the production of the last-mentioned middle line to the middle of the Hals-well River; thence south-easterly generally along the middle of that river to its mouth on the northern shore of Lake Ellesmere; thence north-westerly generally along the general north-eastern shore of that lake to the point of commencement.
RAKAIA RIDING
ALL that area in the County of Ellesmere, Canterbury Land District, bounded by a line commencing at a point in the middle of the Rakaia River in line with the middle of Steels Road, Block II, Hall Survey District, proceeding north-easterly generally to and along the middle of that road to the middle of Rakaia Terrace Road; thence south-easterly along the middle of that road to West Boundary road; thence north-easterly along the middle of that road to a point in line with the south-western boundary of Reserve 1765; thence south-easterly to and along that boundary and its production to the middle of Ardlui Road; thence northerly and north-easterly along the middle lines of that road and a road forming the north-western boundary of Rural Section 37002 and passing through part Reserve 1834 to the middle of Hororata-Dunsandel Road; thence south-easterly along the middle of that road to the middle of a road passing through Reserves 3373 and 1763 and forming the south-eastern boundaries of Lots 5 and 6, D.P. 3012, and Rural Section 10806; thence north-easterly along the middle of that road and its production to the middle of the Selwyn River; thence south-easterly down the middle of that river to the middle of Selwyn Road, Block V, Leeston Survey District; thence south-westerly along the middle lines of that road, Rakaia and Selwyn Road, and Old South Road to the middle of the Rakaia River; thence north-westerly up the middle of that river to the point of commencement.

The Indecent Publications Act 1963
IN the matter of the Indecent Publications Act 1963 and in the matter of an application by E. J. Hyams and Son Ltd., on behalf of The New English Library Ltd., of London, in respect of a book The Carpetbaggers by Harold Robbins (in a paperback edition).
DECISION OF THE TRIBUNAL
THE tribunal has considered the application of the firm of E. J. Hyams and Son Ltd. on behalf of the publishers – made with the consent of the Minister of Justice – for a decision in respect of the above-named book – whether it is indecent or not, or alternatively a decision as to its classification.
Brief submissions were offered by counsel for the applicant in support of the application. Counsel for the Secretary for Justice made no submissions.
The book is a paperback edition. It is a long story prolix to the point of tediousness. There are accounts of sexual behaviour but we do not consider the narrative is such as to deprave a reader or to be injurious to the public good. We do not think there is any warrant for holding it to be indecent.
We determine accordingly that the book is not indecent within the meaning of the Statute.

The Indecent Publications Act 1963
IN the matter of the Indecent Publications Act 1963 and in the matter of an application by Hicks, Smith and Son Ltd., as agents for Penguin Books Ltd., of Harmondsworth, Middlesex, England, in respect of a paperback edition of Lady Chatterley's Lover by D. H. Lawrence.
DECISION OF THE TRIBUNAL
THE tribunal has considered an application made on behalf of Penguin Books Ltd. – with the consent of the Minister of Justice – for a decision in respect of a paperback edition of Lady Chatterley's Lover – whether it is indecent or not, or for a decision as to its classification.
Two applications to the Minister were made regarding this book – one in respect of a hard-back edition published by William Heineman Ltd., which has a preface by the author, the retail price of which in New Zealand is 16s. and the other in respect of a paperback edition published by Penguin Books Ltd. which has an introduction by Richard Hoggart and which it is intended to retail in New Zealand at 5s. The application for submission of the hard-back edition to the tribunal was refused by the Minister who however consented to the paperback edition being so submitted, which accordingly has been done. The hard-back edition has been put into general circulation in New Zealand and indeed is prominently displayed in many book shops.
Our function is to consider and to classify the paperback edition, but it is in our opinion a relevant consideration that the hard-back edition is on unrestricted sale in New Zealand. The text of the story is in the case of each identical; there is no difference between the two editions save in regard to the pre-face of the one and the introduction of the other and the form of each respectively.
We had lengthy submissions from counsel for the applicant and for the Secretary for Justice respectively. The general tenor of those made by counsel for the applicant were that the book was a serious well written story and though it contained sexual episodes described very realistically there was no glorification of sex, no undue or harmful emphasis on sex, and that the book was not one which would tend to deprave a reader. It was said that the paperback edition was a completion in that form of all Lawrence's works; and that it had been on sale in the United Kingdom for from four to five years. Counsel for the Secretary for Justice submitted that having regard to the contents of the book it should be held to be indecent, or at least indecent in the hands of persons under 18 years of age.
The submissions of counsel were well presented and not lacking in cogency. Both invoked the provisions of the Statute and we have given a good deal of thought to the matter.
